The Senior Manager, Provincial Learner Assessment Team (PLAT) is responsible for the overall administrative leadership, strategic direction and implementation of the MD Undergraduate Program (MDUP) programmatic assessment framework.

This position works collaboratively and closely with the Director of Administration, VFMP, the Directors of Administration within each of the UBC MDUP distributed sites (Southern Medical Program, Northern Medical Program, Island Medical Program, and Vancouver Fraser Medical Program), the Regional Associate Deans and Assistant Deans at each of the sites, and the Undergraduate Medical Education (UGME) Director of Student Assessment for planning workforce structures, including implementing goals and objectives of the PLAT, innovating and implementing best practices in assessment pedagogy and ensuring continuous improvement in Assessment delivery (including provincial, VFMP, and Faculty of Medicine objectives).

The Senior Manager leads the PLAT in the execution and ongoing review of the existing assessment structures, including written exams, workplace-based assessments, objective structured clinical examinations (OSCEs), progress testing and portfolio. In collaboration with the Director of Administration, the Senior Manager contributes to implementing and maintaining best practices in student assessment, equity and inclusion in learner assessment models and access, team hybrid work, team training, ensuring assessment and exam delivery practices are current and align with professional and strategic operations management for the PLAT.

Organizational Status

The Senior Manager, PLAT reports to the Director of Administration, VFMP Undergraduate Office and works closely with the Course Leads, Associate/Assistant Deans of the MD Undergraduate Program and Student Affairs. The Senior Manager, PLAT extensively collaborates with other managerial and team staff in the Undergraduate office and collaborates with senior management and administration at the Island Medical Program (IMP) in Victoria, the Northern Medical Program (NMP) in Prince George and the Southern Medical Program (SMP).

The Faculty—comprised of approximately 2,200 administrative support, technical/research and management and professional staff, as well approximately 650 full-time academic and over 10,000 clinical faculty members—is composed of 19 academic basic science and/or clinical departments, three schools, and 23 research centres and institutes. Together with its University and Health Authority partners, the Faculty delivers innovative programs and conducts research in the areas of health and life sciences. Faculty, staff and trainees are located at university campuses, clinical academic campuses in hospital settings and other regionally based centres across the province.

Work Performed

Programmatic Assessment Administration:

  • Provide operational leadership and strategic decision-making by consulting with various stakeholders to identify needs for programmatic assessment across all sites.
  • Develops and implements processes, policies and procedures in relation to the administrative functions and strategic plans for FoM as a whole
  • Reviews current processes, policies and procedures and implements change and continuous improvement models to ensure the efficient administration and operationalization of the programmatic assessment modalities, including written exams, OSCEs, WBAs and Portfolio.
  • In collaboration with the Director of Assessment, Assessment Pillar leads and Course Directors, senior staff and Program Managers, manages and oversees the development and implementation of strategic goals and objectives, ensuring a successful implementation.
  • Responsible for change management implications to the Provincial Learner Assessment Team and distributed sites, designs change management strategies and tactics, integrates changes management into the strategic plans, and leads the implementation of change management
  • Chairs the Assessment Operations Advisory Group and ensures the Terms of Reference (ToR) remain current with annual reviews.
  • Oversees the complex creation of all examination schedules for all 4 years of the MD Undergraduate Program in consultation with the relevant Course Directors and Program Managers.
  • Advises on standardization of exam implementation and delivery at all sites based on existing and evolving assessment policies and standards within the MDUP. Responsible for developing, managing and overseeing implementation of any new assessment policies and standards within MDUP.
  • Resolves and/or responds to critical and urgent programmatic assessment issues by escalating through the appropriate process based on established and evolving MDUP policies and practices.
  • Collaborates with the Director of Assessment and Pillar Leads to plan annual Continuous Quality Improvement for programmatic assessment.
  • Provides subject matter expertise to the Director of Assessment and Pillar Leads on designing and developing assessment methodologies, statistical analysis, and project management on special projects and initiatives.
  • Manages and oversees the administrative resourcing for the examination processes that are delivered at multiple sites across the province. If resources are required, works closely with Faculty and provincial Administrative Directors to improve and maximize program efficiencies and minimize redundancies in work and scope.
  • In collaboration with the Patient Program teams, manages and oversees the planning of all external examinations at VFMP
  • Regularly assesses and makes strategic decisions on PLAT processes for efficiencies, analyzes and makes recommendations for future completes updates in collaboration with provincial stakeholders.

Human Resources and Finance:

  • Ensures workplace conflicts, which may or may not involve union representatives, are effectively addressed and resolved. The Senior Manager is expected to have a high degree of conflict resolution skills and able to mediate any disputes amongst operational staff members or between the employee and management.
  • Manages the strategic planning and management of human resource activities, ensuring equity within the unit and compliance with employment agreements.
  • Develops and implements strategic human resources initiatives for the PLAT
  • Manages the recruitment, onboarding and training of all PLAT M&P and CUPE 2950 staff members including performance reviews, performance management, disciplining and terminating of managerial and administrative M&P, CUPE and temporary team members.
  • In collaboration with the Manager, PLAT, identifies staffing needs and develops job descriptions in accordance with the unit needs, succession plans, budgetary constraints, and HR best practices.
  • Directs the workflow and most effective utilization of team members across the portfolio. Assesses training and knowledge base (with Manager, PLAT) and provides training, support framework, and engagement to meet unit objectives and team member personal career goals.
  • Develops and directs strategies to mitigate concerns relating to financial reporting and ensures financial practices are met.
  • Advises on financial implications of various PLAT initiatives.
  • Responsible for annually reviewing and updating the VFMP and UGME Student Assessment budget and operational budgets (e.g. support staff) including quarterly plans and forecasts, procurement plans, and licensing agreements.

Other

  • Serves on various year-level program committees and other provincially and locally-focused planning and engagement meetings related to MDUP policies, curriculum, student promotions to provide recommendations, advice, and expertise for strategic decision-making across the program as related to assessment needs, gaps, impacts and best practices.
  • Responsible for contract reviews and budgeting assessments for any external exams on behalf of the university to ensure the information is accurate, understood and adhered to by all parties.
  • Supports leadership decision-making through the analysis of relevant information to determine recommendations.
  • Leads provincial special projects, as needed, such as the transition to online OSCEs, including, presenting at decision-making tables and providing leadership for a provincial project team.
  • Other duties as required.

Consequence of Error/Judgement

It is imperative for the incumbent to build effective relationships with the Faculty and staff responsible for assessment and program delivery at the various sites.

Due to the complexities and sensitivities of the relationships between the Faculty and staff located at partner universities, the consequence of error in this position is significant. Assessment information provided must be accurate and timely and the incumbent must keep abreast of the evolving challenges of expansion and distribution. Errors in judgment or ineffective communication will compromise the effectiveness and reputation of the medical program, the Faculty, and the University.

Impact of error is considerable as the incumbent would be dealing with sensitive, confidential information that must be widely distributed. Any errors in decision or quality of work produced by the team will have repercussions for the Faculty, students, public, staff and integrity of the medical program, student promotions, Deans Office and Faculty as a whole. Incorrect decisions or errors could result in major negative implications, including student appeals. Accuracy is essential to ensure alignment with student promotion timelines. Errors and inaccuracies may significantly impact a student's promotional opportunity/eligibility.

Supervision Received

Works independently with minimal direction from the Administrative Director, VFMP, Director of Assessment. Works closely with the Pillar Leads and the IMP, NMP, SMP Directors of Administration.

Supervision Given

The incumbent has supervisory oversight of all PLAT staff members which includes CUPE and M&P reports and is required to provide advice and direction as necessary to others, to ensure the MD Program objectives are met.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of five years of related managerial experience, or the equivalent combination of education and experience.

Preferred Qualifications

  • Knowledge of medical terminology, assessment pedagogy, and a strong experiential background in statistical analysis, psychometrics or predictive analytics is strongly preferred.
  • Experience working in a University or large, complex organization preferred. Experience working with senior levels of leadership within an academic faculty, the MDUP, or Faculty of Medicine and/or with other units across UBC; Experience engaging with community partners, students, and/or external governing bodies is strongly preferred.
  • Experience with developing and maintaining a respectful work environment in alignment with UBC and the Faculty of Medicine's Strategic Pillars and commitments related to decolonization and Truth and Reconciliation. Demonstrates value for, and awareness of, best-practices in respectful and inclusive collaborator engagement, team skills development and student learner engagement that upholds these practices, commitments and values.

  • Experience with survey design, data analysis and psychometric analysis of test results is preferred. Experience with item and examination development, educational testing and measurement preferred. Strong working knowledge of educational measurement theories and applications.
  • Experience with statistical analysis packages and database concepts is an asset. Excellent knowledge of statistics (descriptive, correlations, analyses of variance, regression analyses, factor analyses, longitudinal data analyses).
  • Proven ability to lead and guide multifaceted projects from inception to conclusion, to delegate effectively and to problem-solve. Ability to facilitate needs-analyses activities, monitor, and evaluate team-wide projects within allocated time and budgeted resources.
  • Ability to analyze problems, identify key information and issues, and effectively resolve and develop best-practices and solutions with key collaborators and student groups.
  • Ability to effectively lead committees and plan meetings especially as related to programmatic, resource implementation, collaborator engagement and change-management aspects of delivering medical education within a complex distributed learning model.
  • Demonstrated ability to adapt leadership approach and guide others to work effectively in a multi-tasking environment, under pressure with high volume of work and critical deadlines.
  • Experience in leading assessment development and delivery. Expertise in designing and facilitating workshops and managing large student-engagement and learning events, both online and in-person.
  • Strong anticipatory management skills and ability to make decisions and provide recommendations involving highly complex issues related to: learner outcomes, site-wide program congruency, staffing and team development.
  • Ability to work evenings and weekends according to program needs and program delivery timeline fluctuations. Ability to travel for ad hoc site visits, conferences and professional development opportunities. Ability to contribute to other VFMP/MDUP operational and administrative projects and duties as required.
