Job Description Summary
The Manager, Provincial Learner Assessment Team (PLAT) located in the Vancouver Fraser Medical Program (VFMP) has overall responsibility for the operational and strategic management of the administrative functions for the PLAT located in VFMP.
The Manager, PLAT provides provincial administrative oversight and requires extensive collaboration with senior management and administration at the IMP (Island Medical Program) in Victoria and the NMP (Northern Medical Program) in Prince George and the SMP (Southern Medical Program) regarding implementation of assessment methods.
The position supports the Undergraduate Medical Education (UGME) Director of Student Assessment in the planning of workforce structures, including the implementation of goals and objectives of the PLAT (including provincial and VFMP objectives). The Manager, PLAT will lead the VFMP administrative team in the execution, and ongoing review of the existing assessment structure, including: workplace-based assessments, objective structured clinical examination (OSCEs), progress testing and portfolio. In addition, the incumbent will oversee the site administration for external exams, such as the Medical Council of Canada Part II and the National Assessment Collaboration (NAC) examinations.
Occasional evening and weekend work will be required to oversee exams.

The Faculty—comprised of approximately 2,200 administrative support, technical/research and management and professional staff, as well approximately 650 full-time academic and over 10,000 clinical faculty members—is composed of 19 academic basic science and/or clinical departments, three schools, and 23 research centres and institutes. Together with its University and Health Authority partners, the Faculty delivers innovative programs and conducts research in the areas of health and life sciences. Faculty, staff and trainees are located at university campuses, clinical academic campuses in hospital settings and other regionally based centres across the province.
Work Performed
Will ensure efficient operations and a team-based approach of assessment as detailed below.
Programmatic Assessment and Exam Administration:
- Provide operational leadership and decision-making by consulting with various stakeholders to identify needs for programmatic assessment across all sites. Reviews current processes, policies and procedures and implements change to ensure the efficient administration, organization and operation of the VFMP team and provincial responsibilities.
- In collaboration with the Director of Assessment, Assessment Pillar leads and Course Directors, senior staff and Program managers, participates in the development and implementation of strategic goals and objectives, ensuring a successful implementation.
- Chairs the Assessment Operations Advisory Group and ensures the Terms of Reference (ToR) remain current with an annual review.
- Responsible for the complex creation of all examination schedules for all 4 years of the MD Undergraduate Program in consultation with the Director of Assessment and Student Assessment Subcommittee (SAS). Accuracy is essential to ensure alignment with student promotions timelines. Errors and inaccuracies may significantly impact a student's ability to be promoted.
- Develops relationships with other departments in the Faculty of Medicine and other medical schools to share OSCE cases in collaboration with the OSCE Pillar Lead. Creates guidelines to promote efficiency in sharing and using exam information.
- Advises on the consistent application of exam implementation at all sites based on existing assessment policies and standards within the MDUP.
- Develops the complex promotions meetings schedules and conducts the final review of scores and provides these to senior staff for preparing the final documents for the meeting. This may involve clarification on some of the results, where applicable. Errors can impact promotions within the MDUP.
- Responds to critical and urgent programmatic assessment issues by escalating through the appropriate process based on established MDUP policies and practices.
- Works with the Director of Assessment and Pillar Leads to plan the annual Continuous Quality Improvement for programmatic assessment. Develops and disseminates assessment information to engaged stakeholders (students, staff, and faculty). The timely dissemination of information is necessary to support the Distributed sites in fulfilling their responsibilities.
- Provides subject matter expertise and project management on special projects.
- Develops and implements contingency plans for all areas of the examination process.
- Responsible for proper administrative resourcing of the examination process, delivered in multiple sites across the province. If resources are required, works closely with faculty and provincial Administrative Directors to outline needs, budget and present information at decision-making committees, as needed.
- Is the MDUP point of contact and works closely with Access & Diversity and the Office of Student Affairs regarding students who have special considerations for examinations, including deferrals and accommodations. This is complex and important task given the number of students per academic year.
- In collaboration with the Standardized Patient team, oversees the planning of external examinations at VFMP, including: the MCC Part II and NAC examinations (4 exams each year, spring and fall).
- Is the key administrator for ExamSoft Medicine and for SimIQ for MDUP.
- Regularly review and updated PLAT processes, for efficiencies and complete updates in collaboration with provincial stakeholders.
Human Resources and Finance:
- Leads and manages 12 direct reports, including recruiting, hiring, training, developing, disciplining, and terminating staff. The two Team Leads will support recruitment and training, and provide feedback to staff regarding day-to-day activities.
- Identifies staffing needs and writes job descriptions, collaborating with the Team Leads as appropriate, in accordance with unit needs, current succession plans, budgetary constraints, and HR best practices.
- Responsible for annually reviewing and updating the VFMP and UGME Student Assessment budget and operational budgets (e.g.: support staff).
- Approves financial expenditures for VFMP OSCEs.
- Develops, manages and implements appropriate staff planning consistent with strategic planning goals and objectives in a team-based approach.
- Facilitates timely completion of performance reviews for all Vancouver assessment staff. Ensures that all members are cross-trained to create a strong unit with a team-based approach.
- Responsible for ensuring accurate financial records and ensures adherence to effective financial practices.
Other
- Responsible for contract review (Medical Council Pt. 1, National Assessment Collaboration, MCC Pt. 2, Vancouver, MCC Pt. 2 Victoria) on behalf of the university to ensure the information is accurate and understood by both parties. This includes requesting alteration to some of the language where the university may not agree or cannot implement.
- Approves expenditures for all NAC, MCC Pt 2 Vancouver, MCC Pt 2 Victoria, and signs off on all financial reports provided to MCC (~$450,000).
- Support leadership decision-making through the analysis of relevant information to determine recommendations.
- Leads provincial special projects, as needed, such as the transition to online OSCES, including, presenting at decision-making tables and providing leadership for a provincial project team.
- Other duties as required.
Consequence of Error/Judgement
It is imperative for the incumbent to build effective relationships with the faculty and staff responsible for assessment and program delivery at the various sites.
Due to the complexities and sensitivities of the relationships between the faculty and staff located at partner universities, the consequence of error in this position is significant. Assessment information provided must be accurate and timely and the incumbent must keep abreast of the evolving challenges of expansion and distribution. Errors in judgment or ineffective communication will compromise the effectiveness and reputation of the medical program, the Faculty, and the University.
Impact of error is considerable as the incumbent would be dealing with sensitive, confidential information that must be widely distributed. Any errors in decision or quality of work produced by the team will have repercussions for the faculty, students, public, staff and integrity of the medical program, student promotions, Deans Office and Faculty as a whole. Incorrect decisions or errors could result in major negative implications, including student appeals.
Supervision Received
Works independently with minimal direction from the Administrative Director, VFMP, Director of Assessment. Works closely with the Pillar Leads and the IMP, NMP, SMP Administrative Directors.
Supervision Given
Responsible for managing the team, which includes 12 direct reports and is required to provide advice and direction as necessary to others, to ensure the MD Program objectives are met.
