The Ministry of Ministry of Natural Resources and Forestry's Budget and Expenditure Management Strategy Section is seeking a talented, passionate financial professional with a desire to provide strategic advice that ensures the ministry's financial allocations align with its mandate and government priorities and directives.


This role provides opportunities for exposure to senior leadership including day-to-day interaction with clients to utilize your problem-solving, analytics, business acumen and judgement, team leadership, cross-functional collaboration, facilitation, and program management skills.

Your contribution will be an essential part of supporting the delivery of the Ministry's Quarterly/Monthly Reporting exercises and in-year funds control management to ensure the accuracy, reliability, and transparency of financial data.

You will be an integral member of the Strategic Management and Corporate Services Branch team and will contribute your expertise in business relationship management to act in a collaborative manner providing guidance and recommendations to ministry partners.

What can I expect to do in this role?You will:

  • provide ongoing strategic business and financial analysis, strategy formulation, program evaluation, performance measurement and investment strategies
  • provide support and advice on financial management principles, recommend options and identify risks related to ministry strategic planning work
  • develop and update financial models, logic models, and performance measures for ministry programs and services
  • conduct research related to strategic planning and business delivery models
  • research and develop investment and savings proposals for senior management, including strategies to increase investment funding effectiveness, maximize return on investment
  • advise and monitor multi-year financial performance, develop funding and program allocation scenarios and options for in-year business planning activities
  • conduct quantitative and qualitative evaluation of ministry business lines, including development of recommendations on business delivery models
How do I qualify?Research, Analytical and Problem-

Solving Skills:

  • you have research skills to investigate and assess relevance of information and identify key issues and emerging problems, conduct risk assessments (e.g. financial and other risks) and support strategic financial priorities for the ministry
  • you can manage and evaluate complex information/data accurately
  • you have the ability to identify data requirements of the ministry strategic plan and synthesize complex models and formulas into understandable summaries
  • you can provide advice and recommendations of alternatives for use in the development of funding and investments strategies
Strategic Program Analysis and

Risk Management Knowledge:

  • you have knowledge of evidence-based scenario development, program analysis and strategic planning to develop options
  • you have the ability to gain knowledge of government decision making processes and recommend funding and program scenarios for decision-making
  • you have knowledge of financial and program analysis, to prepare findings, risks and opportunities for improvements, and can advise on implications for strategic program/business planning and strategic investment planning
Accounting Skills:

  • you have knowledge of financial and accounting principles, policies and processes and can advise on the preparation of strategic planning options, risks, and optimal financial management practices
Communication, Interpersonal and Presentation Skills:

  • you have effective communication skills to write clear, concise reports, recommendations, and prepare and present compelling presentations
  • you have consultation skills to facilitate consultations and provide advice to ministry stakeholders on program objectives and strategic planning requirements
  • you have advisory and facilitation skills to work with the ministry staff and other ministries to develop persuasive presentations in support of strategic planning, program strategy development, and financial management strategies
  • you have influencing skills, and the ability to distil complex technical/specialized language into presentations that are easily understood
Computer Skills:

  • you are proficient with standard desktop computer applications (e.g. word processing, presentations, spreadsheets)
  • you have demonstrated experience with specialized/customized databases/financial information systems (for example: Integrated Financial Information System)
