We are looking for a policy or program professional with an interest in the energy sector and continuous program improvement to guide the delivery of energy efficiency, conservation and greenhouse gas reduction programs and regulatory initiatives.


As a Policy Advisor, you will advise on and implement ministry-delivered programs and initiatives to promote energy efficiency within private and institutional organizations and municipal partners to contribute to the ministry's overarching objectives to ensure a reliable, affordable and clean energy supply and to support innovation.

You will also work with key stakeholders to ensure the effective implementation of conservation programs and policies.

About Us:


The Conservation Programs and Partnerships Branch is part of the Conservation and Renewable Energy Division in the Ministry of Energy and is responsible for a range of ministry-delivered energy efficiency and planning programs and initiatives, including energy and water reporting and benchmarking, and the Municipal Energy Plan Program.


Effective April 1, 2024 the salary range for this position is $71,563 to $100,052 per year in compliance with AMAPCEO collective agreement provisions.

The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?In this role, you will:

  • Support the Director's office and the operations of the branch including communicating priorities and issues, tracking branch deliverables and coordinating responses to issues and information requests
  • Conduct policy/program research and analysis to plan and deliver special projects and assignments
support the development of policies, programs and strategies related to energy conservation

  • Develop collaborative relationships with internal and external stakeholders
  • Serve as a liaison with senior management offices in the division and with other areas of the ministry
  • Analyze policies and issues, contributing to the development and implementation of policy/program recommendations.
  • Undertake policy assignments from senior management, forming viable recommendations for their consideration

  • You have knowledge of policy and legislative processes.
  • You have knowledge of program development principles and techniques.
  • You have organizational and time management skills to independently plan, coordinate and track various tasks/deliverables with competing demands and priorities.
  • You have strong judgement and tact to handle confidential matters with discretion.
Research and Analytical Skills:

  • You have experience applying various research methodologies and techniques to gather qualitative and quantitative data, conduct environmental scans and identify trends and emerging issues.
  • You have knowledge of decision-making processes to analyze data and information, interpret findings, and make policy and program recommendations.
Communication and Interpersonal Skills:

  • You have oral communication skills to proficiently deliver presentations to a variety of audiences.
  • You have strong written communication skills to prepare a variety of documents including emails, information notes, meeting notes, and correspondence.
  • You have attention to detail to respond to requests for information, summarize documents, prepare discussion papers and briefing materials.
  • You are able to use tact and discretion to communicate with stakeholders, ministry executives and the general public.
  • You have relationship management skills to build collaborative working relationships with staff, other areas of the ministry as well as external stakeholders.
Sector Knowledge

  • You have knowledge of the broad economic, environmental, legal and political issues underlying policy/program development in the energy sector.
