The Manager, Volunteer Resources is responsible and accountable for developing, implementing, managing and evaluating Volunteer Resources and Programs; collaborates with Managers, Staff, Foundation and the Auxiliary to provide support to a variety of program and service initiatives; may supervise the provision of Spiritual Care Services; supervises volunteers and other designated staff as required; fosters and promotes a spirit of community involvement in healthcare through volunteerism by building and maintaining relationships with various community service groups and organizations and by actively encouraging and recruiting community volunteer participation to meet the established strategic plans and organizational initiatives and objectives.Responsibilities
- Participates in the strategic planning process related to the broader organization and/or program specific areas of responsibility.
- Develops, implements, manages and evaluates Volunteer Resources program policies, procedures and standards of service for volunteers; ensures consistency with regional and community objectives, operational standards and established standards of practice and accreditation bodies.
- Manages Volunteer Resources by planning volunteer programs and resources in accordance with professional standards, performance expectations and current legislated/contractual obligations; recruitment of volunteers to match organizational needs, orientation and training on the role of volunteers to both volunteers and others in the organization; supervises and completes performance evaluations on volunteers and other designated staff as required.
- Schedules and assigns volunteers to provide meaningful opportunities for volunteers to utilize their skills, time and personal motivations and to reflect the needs of the organization; prepares volunteer role descriptions; authorizes reassignment of volunteers.
- Develops and implements marketing and recruitment campaigns to attract a wide range of volunteers.
- Promotes and/or provides for co-operative working relationships and labour relations.
- Acts as a resource to care teams and provides consultative advice regarding volunteerism to other health care practitioners as required.
- Develops the annual operating budget for the Volunteer Resources program; monitors activities and ensures expenditures are within approved budget; identifies efficiencies and promotes optimal use of resources, making recommendations for current and future program and resource adjustments.
- Participates in the development, implementation and negotiation of essential service contingency plans.
- Provides leadership in operationalizing Fraser Health's quality framework in Volunteer Resources; identifies risks and develops, reviews and utilizes outcome measurements in collaboration with the Director and service providers to promote continual improvements in use of volunteer management practice in patient, resident and client care.
- Ensures that professional practice and standards are maintained within assigned resources/programs.
- Acts as an advocate for patients, residents, clients and families, and the role of volunteerism. Responds to issues in the program to internal and external stakeholders and agencies; takes a lead role in coordinating a complaint review/audit process to address concerns regarding volunteer processes.
- Establishes and maintains an effective working relationship and ongoing communications with staff, other departments, the Auxiliary, union representatives and community agencies used as resources to facilitate Volunteer Resources in healthcare.
- Participates on assigned internal, regional and external committees; chairs and/or leads discussion as requested. Prepares status reports to update the Director and/or develops recommendations on follow up action to be taken; implements approved recommendations for Volunteer Resources.
- Participates in the development and maintenance of administrative information and ensures the Director is informed of and aware of significant events and activities in the area(s) of responsibility.
Education and Experience
Baccalaureate degree in Social Sciences, Education or Health related field plus completion of a certificate program in volunteer management from a recognized community college program supplemented by five (5) to seven (7) years' recent, related experience including two (2) years in a management role or leadership role or an equivalent combination of education, training and experience.
Current membership with the Volunteer Management Professionals of Canada (VMPC).
