About Our Opportunity

An exciting opportunity exists to join the Government of Nova Scotia as a Program Specialist within the Public Safety and Security Division, Policing Strategies and Governance Section. The Program Specialist is responsible for the development, administration, and management of government programs and initiatives throughout the province relating to public safety.

Primary Accountabilities
  • Provides independent, specialized professional expertise for the administration, management, and delivery of government programs. Analyzes relevant information and drafts briefing notes, reports, and recommendations to management.
  • Synthesizes information from internal and external sources to ensure timely and relevant information is provided to management. Supports contract and/or agreement management, communications, and implementation planning for initiatives and programs.
  • Plans, develops, evaluates, promotes, and monitors new initiatives using current and emerging technology. May supervise and/or provide advice and guidance to junior program coordinators and/or support staff to facilitate program objectives.
  • Drafts correspondence in response to questions and concerns from key interested parties and the public. Supports senior colleagues in the development of internal and external communications.
  • Works with Finance colleagues to monitor budgets and forecasts through timely and effective coordination and analysis of operating expenditures to produce financial reports.
  • Manages relationships with justice partners and service providers and may participate on working groups and committees. Helps the department by obtaining consensus between two or more internal parties who may have different interests.
  • Provides guidance and data analysis when required on interpreting and applying knowledge of legislation and policies, such as jurisdictional scans.
  • Uses comprehensive knowledge and skills to work independently while providing guidance and training to others on planning, organizing, prioritizing, and overseeing activities to efficiently meet departmental objectives.
Qualifications and Experience

You have a Bachelor's degree plus 4 years of related experience or a Master's degree plus 2 years of related experience working in government programs, law enforcement and/or public safety. An equivalent combination of training and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

You are comfortable working in a fast-paced and dynamic work environment. You have strong interpersonal skills and can develop contacts and relationships within an organization to achieve organizational goals.

You have above average communication skills including excellent verbal and written communication and presentation skills. An advanced level of experience with and knowledge of Microsoft Office is required and candidates' writing and time management skills will be tested during the interview process.

You have professional experience working with a wide range of partners and navigating an extensive network of professional relationships including key contacts such as Government, consultants, law enforcement and community organizations. You are able to work independently and exercise sound decision making skills.

Knowledge and experience with program development and public engagement processes are considered assets.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Competencies required are: Analytical Thinking, Action Management, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.
