Screening CriteriaCandidates must clearly demonstrate in their cover letter how they meet the education and experience factors listed on this poster, in order to be given further consideration as candidates. Resumes will be used only as a secondary source to validate the experience described in the cover letter.
Candidates must use each education/experience criteria as a header in the cover letter and then write two or three paragraphs demonstrating how they meet them by providing concrete examples. In addition, the candidate must describe in detail when, where and how they gained the experience.
Education- Minimum Bachelor’s degree in a relevant discipline;
- Certification in Change Management from a reputable organization recognised in the Canadian public sector, or equivalent university-level change management course requiring implementation of change;
- Certification in project management from a reputable provider would be an asset;
- Certification in process improvement (Lean or Lean Six Sigma Green Belt or higher) would be an asset;
- Significant (five or more years) progressive experience as part of a business team applying a proven Change Management methodology to lead the human side of change from conception to full implementation is essential;
- A proven track record of collaborative stakeholder engagement, stakeholder management, and effective organization change delivery, particularly in a shared or common service environment;
- Experience developing and delivering training, and documenting processes and procedures;
- Experience working with C-suite leaders in public and/or private sector organizations;
- Demonstrated experience leading, motivating, and coaching/mentoring of staff;
- Significant experience leading or supporting projects in a work environment.
Candidates will be assessed on the basis of the following criteria:
- Significant knowledge and understanding of change management and stakeholder engagement in public sector organizations;
- Knowledge of standard project management principles and practices;
- Ability to create process and procedure documentation;
- Knowledge of effective techniques to deliver training to adult learners;
- Ability to present and communicate effectively, both orally and in writing, in English (for English essential) or in candidate’s primary official language (for bilingual positions);
- Management services - Client focus (Level 3);
- Management services - Communication (Level 3);
- Management services - Conceptual and analytical ability (Level 3);
- Management services - Initiative (Level 3);
- Management services - Results orientation (Level 3).
For this position, the NRC will evaluate candidates using the following competency profile: Management Services.
The intent of this hiring action is to staff this position at the RCO-3 or RCO-4 level, which is a senior-career level position with a salary range of $117,341 to $164,894. As a guide, similar RCO positions are typically placed between the increments of $117,341 to $154,102 on that salary range.
NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).
In addition, the incumbent in a bilingual position who meets the language requirement will receive the Bilingualism Bonus of $800 per year.
