Job Summary

The Chief Control Office, reports into RBC’s CFO Group and adds value by overseeing several key risk management programs including the Operational Risk Program, the Culture and Conduct Risk Program, the SOX Compliance Program and the Regulatory Compliance Management (RCM) Program. On behalf of the CFO Group, the team is responsible for the design and execution of the programs it oversees. It supports the CFO Group’s objectives by bringing a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, controls and governance processes which impact the CFO Group and, in the case of SOX, all of RBC. The Senior Manager RCM Program will assist the Senior Director in leading these activities for the CFO Group’s RCM Program.


What is the opportunity?

The Senior Manager, reporting to the Senior Director, will be responsible for managing all aspects of the CFO Group’s RCM Program (both the Reliance Model and the Business and Market Conduct Risk Programs) and will provide subject matter expertise on regulatory compliance and control matters. The incumbent will lead/participate in other control-related projects, as necessary, and develop CFO-wide control standards, including for new policy requirements, IT system upgrades/implementations and data governance/classification activities etc. as needed.


What will you do?

  1. As a subject matter expert, lead in the design and maintenance of all RCM processes ensuring full alignment with all RBC RCM Standards and policies, documentation is current and accurate and tools and templates which comply with all components of the RBC RCM Program are available for all CFO Group members.
  2. Identify new risk areas and assist in embedding these into the RCM Program when appropriate.
  3. Interpret and provide guidance based on Enterprise Compliance requirements and the RCM Policy and Standards to all CFO Group teams globally.
  4. Partnering with Enterprise Compliance, lead the implementation of the refreshed RCM Program Target Operating Model and implementation of CUBE technology.
  5. As the 2nd Line Assurance lead, design, implement and execute quality review, monitoring and oversight processes to ensure CFO Group processes, controls and documentation standards meet RBC expectations.
  6. Collaborate with partners across the CFO Group, Enterprise Compliance and other RBC Functional teams to understand program requirements and local jurisdictional differences, share best practices and identify and evaluate relevant risks and controls.
  7. Design and execute an effective reporting and communication program which identifies risks, control issues, roadblocks, trigger events, areas for improvement and emerging trends both within CFO Group and across RBC.
