Position Summary:

Key Duties and Responsibilities:

Assessments, Inspections and Investigations:

  • Assess a wide range of situations to identify health and safety related risks, and provide recommended solutions to internal client groups
  • Prepare overarching health and safety assessments for "point in time" status of Town departments, divisions and sections when required to serve as a reference for annual action plans
  • Complete work refusal investigations in coordination with internal stakeholders and external consultants when required
  • Investigate critical injuries, and report to the Ministry of Labour within required timelines

Health and Safety Training:

  • Develop and deploy corporate health and safety related training initiatives for all employees, via inclass sessions or elearning modules
  • Arrange for third party service providers when inhouse training is not availabl

Program Planning and Execution:

  • Regularly assess the status of the health and safety program and identify program gaps
  • Prepare a Corporate Health & Safety Action Plan annually to identify and recommend improvement initiatives for the City
  • Develop separate action plans for each division corresponding to the Corporate Action Plan
  • Conduct research and benchmarking of best practices in the course of creating the action plan

Maintenance and Coordination of Existing Programs:

  • Monitor existing health and safety programs to ensure program requirements continue to be executed as required
- with the support from the Health and Safety coordinator, maintain the Corporate WHMIS program, and corresponding chemical inventory and SDS's

  • Maintain the First Aid, Accident Investigation, Workplace Inspection and Confined Space Entry programs accordingly

Staff Leadership:

  • Provide leadership, coaching and mentoring to Health and Safety staff for health and safety related matters
  • Assign work tasks/projects aligned with both the corporate and divisional work plan priorities
  • Convene regular meetings with health and safety staff to review work status, identify progress
  • Lead the Central Joint Health & Safety Committee (JHSC) and City employees who conduct ongoing workplace safety inspections

Government Inspectorate Liaison, and Health & Safety Legislation:

  • Act as the City's primary point of contact for the Ministry of Labour
  • Submit required information and reports to the Ministry according to timelines
  • Interact with Ministry inspectors regarding work refusals, critical accident investigations, and reports of worker complaints
  • Monitor changes to health and safety related legislation, and advise the corporation of the impacts of the legislative changes. Update Town health and safety related documentation and programs to reflect new or changed legislative requirements

Education and Experience:

  • Degree in Occupational Health and Safety or related discipline
  • Canadian Registered Safety Professional (CRSP)
  • JHSC Certification would be considered an asset
  • 6 or more years of progressive experience in the health and safety field
  • Prior experience in a unionized municipal environment is an asset

Required Skills/Knowledge:

  • Proficient in Microsoft Office (Word, Excel, Outlook)
  • Experience with Ministry of Labour inspectorate enforcement activities
  • Provision of health and safety services for a wide spectrum of business units over multiple facilities
  • Leadership of hazard assessments of varying complexity including Job Hazard Analyses
  • Proven leadership of multisite Joint Health and Safety Committees including navigation of complex issues through to resolution
  • Experience in developing a full spectrum of health and safety related policies, procedures and protocols
  • Demonstrated excellence in developing and delivering a variety of health and safety training programs to all organizational levels
  • Sound working knowledge of health and safety management system elements
  • Working knowledge of Parklane Incident Reporting and Risk Assessment modules inclusive of both network and online versions
  • Coordination of emergency response procedures for multiple facilities inclusive of development and deployment across multiple business units
  • Ability to interact confidently and effectively with employees at all levels of an organization
  • Completion of CRSP accreditation, or equivalent
  • Demonstrates good judgment and makes sound decisions
