Position Summary:


The Major Projects Coordinator will report to the Manager, Title and Rights and will serve as an integral part of the Title & Rights team.

The Major Projects Coordinator is responsible for reviewing and assessing incoming referrals and facilitates large major project files related to rights and title by disseminating information and acting as one of the main points of contact.

The Major Projects Coordinator is responsible for planning, developing, and reviewing major projects related to Intergovernmental Affairs as delegated by the Manager, and will take on other duties as required.

Roles & Responsibilities

  • Review and analyze incoming referrals, undertake strategic planning, and identify priorities related to intergovernmental affairs:
a. Identify key team members within Musqueam, and ensure that all information is received and disseminated and that timelines are clearly indicated; and
b. Develop capacity funding budgets and ensure agreements are in place if necessary, and that monies are received; and

  • Support and participate in negotiations as part of the Musqueam negotiation team on key aspects of consultation and accommodation in working groups and sidetable working groups with government and/or major project proponents:
c. Document the interests and expectations;
d. Assist in formulating negotiation strategies;
e. Document and advise on necessary requirements for achieving agreement through liaison with appropriate representatives;
f. Assist with the development of a consolidated Musqueam position by obtaining appropriate senior and political participation and agreement;
g. Respond to community and third party consultation issues; and
h. Identify issues where agreement cannot be reached and must be referred to the principals.

  • Identify the range of issues to be negotiated by:
i. Assisting the negotiators to identify the range of issues to be negotiated and formulate negotiations strategies through consultation with senior management and the negotiation team; and
j.

Leading or participating in working groups with senior management and/or political representatives concerning issues that will be negotiated by Musqueam.


  • Establish and maintain positive communication and relationships within Musqueam First Nation, other government departments, various organizations, and First Nation partners to ensure interests and expectations of these groups are identified and responded to.
  • Lead or participate in projects as required and/or delegated must possess an ability to manage projects which include, but are not limited to, coordinating resources, ensuring appropriate consultation, and ongoing and final reporting.
  • Lead or participate in submeetings related to large projects in order to coordinate information for multiple departments across the organization. Follow up, develop responses, collect, and disseminate information. Represent Musqueam First Nation at meetings, conferences, and regional sessions, and internal and external committees as required.
  • At the request of the Manager, or at own discretion, prepare and/or coordinate the preparation of:
k. Correspondence for management, the IGA Committee (Intergovernmental Affairs), and/or Chief and Council; and
l. Briefing materials for the Manager, Chief and Council, Committees of Council, working groups, and senior management. This material may include researching issues and ensuring prepared responses are consistent with Musqueam First Nation policy and direction.

  • Assist with community engagement sessions, including preparing presentation materials and newsletters.
  • Other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES

  • Skill and knowledge attained by successful completion of a postsecondary degree in Political Science, First Nations Studies, or a related field. Possession of a master's degree is preferred.
  • A minimum of three years' experience in a closely related field, or an equivalent combination of education, training, and experience.
  • Strong understanding of Aboriginal politics and law.
  • Cultural competency and knowledge of Musqueam culture and interests.
  • Strategic thinker with excellent analytical and problemsolving skills.
  • Understanding project management methods and skills.
  • Exceptional communicator with excellent writing skills.
  • Ability to maintain confidentiality.
  • Ability to be discrete, use tact, and good judgment.
  • Ability to handle multiple priorities and complete tasks/project in accordance with stated deadlines.
  • Criminal record check.
Working Conditions

  • The work is performed in an office environment.
  • Some evening work may be required.
