Person who analyzes the needs, conceives and applies professional techniques in the field of administrative methods and systems, in order to improve service delivery.


SPECIFIC FUNCTIONS

  • Participate in the activation of projects and funding sources;
  • Modify budgets and monitor costs and budget forecasts;
  • Enter and monitor commitments in the financial system;
  • Followup contracts (signature and financial followup);
  • Followup on reimbursements and MOA NRF (Portfolio Management);
  • Monitor ongoing project with Entente & ;
  • Control and monitor the reimbursement process;
  • Assist the Director for analysis purposes;
  • Periodically analyze cost tracking;
  • Participate in yearend activities (real estate transfers, tracking of actual expenses, etc.);
  • Participate in department meetings;
  • Will prepare the call for tender's documents for the Material Resources and other Department, when necessary;
  • Will invite suppliers / contractors for the call for tenders under 100,000$;
  • Will publish and manage public call for tenders over 100,000$ on the electronic call for tenders' system (SEAO);

REQUIREMENTS

Education:

  • Bachelor of Science in Administration, Human Resources Management, Industrial Relations or other appropriate academic discipline;
  • The CPA designation is an asset.

Experience:

  • Three (3) years of relevant experience.

Knowledge and Abilities:

  • Knowledge of budgetary rules and financial projections;
  • Good knowledge of ministry legislation, regulations, network and programs and current MSSS trends;
  • Knowledge of Cree culture, language, social and health issues in Eeyou Istchee is an asset;
  • Ability to work collaboratively with all colleagues;
  • Excellent interpersonal communication skills, leadership, initiative and teamwork;
  • Excellent written communication and presentation skills;
  • Excellent critical thinking, synthesis, planning and decisionmaking skills;
  • Good computer skills with Word, Excel and PowerPoint.

LANGUAGE

  • Fluent in English and French;
  • Fluency in Cree is an asset.

OTHER

  • Willing to travel once a month within the Cree territory.

Salary:
$25.07-$46.30 per hour
