Reporting to the Occupational Health and Safety (OHS) Manager, the primary purpose of the Safety Engagement Lead (SEL) is to act as the primary resource, ensuring that health and safety programs are applied to support a strong positive safety culture based on a continuous improvement model.


As a primary role in OHS leadership for the operational workforce, this position will play a significant role in engagement, compliance, and support of the internal responsibility system to foster accountability.

As an ambassador for the safety management system, the position will be committed to advising the organization on OHS matters and establishing a strong positive safety culture based on a continuous improvement model.

This position will provide proactive guidance and coaching to Edmonton Fire Rescue Services (EFRS), to support safe operations that meet regulatory requirements.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Assist with implementing best practices and providing expert OHS advice and guidance for EFRS
  • Build relationships with internal and external stakeholders
  • Work with Senior Management to ensure compliance with the Alberta OH&S Act, Regulation and Code
  • Work to reduce and eliminate workplace injuries through a collaborative partnership with all city departments
  • Take oncall rotations and act as an emergency oncall for all areas of the City
  • Act as a liaison between EFRS and the rest of the Occupational Health & Safety Services (OHSS) team
  • Play an active role in contributing to the OHS Business Plan
  • Participate and provide input into safety initiatives, policies, and projects that have an organizational impact
  • Audit and evaluate programs, develop action plans, and manage projects
  • Consult with clients regarding OH&S concerns, while identifying OH&S deficiencies and providing recommendations to ensure worker safety
  • Prepare reports and official investigations in response to regulatory interactions with the Province of Alberta Occupational Health & Safety
  • Lead serious Incident investigations, problem solving, root cause analysis, and corrective action implementation using DNV SCAT for all required incidents.
  • Prepare and deliver detailed quarterly OH&S Performance reports
  • Participate in EFRS Health & Safety Committees providing guidance and expertise on OH&S issues and qualitative feedback on function
  • Perform other related duties as required

Qualifications:

  • Degree, Diploma or a Certificate from a postsecondary institution from an Occupational Health and Safety program
  • Canadian Registered Safety Professional (CRSP) designation or eligible to write the CRSP exam
  • Knowledge of OH&S legislative requirements under the Act, Legislation and Code
  • NFPA Certifications in one or more of the following: 1001 Firefighter Levels I & II, 1002 Driver/Operator, Pump Operator and Aerial Operator, 1006 Technical Rescue Awareness, Rope Rescue I & II and Vehicle Rescue I, 1021 Fire Officer Levels I & II, 1072 Hazardous Materials Awareness, Operations and Technician is considered an asset
  • Certification for Incident Command System (ICS); ICS I100 and ICS I200 is considered an asset
  • Demonstrated experience in leadership, coaching and inspiring team
  • Train in DNV-SCAT analysis
  • Proven skills in stakeholder management and championing safety culture
  • Experience working in an unionized environment
  • Ability to act as a change agent, effective in enabling and driving change
  • Ability to effectively analyze situations and problems, identify root cause and recommend solutions
  • Exceptional interpersonal, communication and presentation skills
  • Negotiation and Influence ability to persuade others. Build consensus and gain cooperation from others to obtain information and accomplish goals
  • Valid Alberta Class 5 driver's license (or provincial equivalent)
  • Applicants may be required to arrange their own transportation for use on City business, and where appropriate will be reimbursed in accordance with City of Edmonton policy
  • Ability to perform the onsite physical activities associated with this portfolio. Applicants may be required to go through medical testing
  • Must have availability to be oncall rotations and act as an emergency oncall for all areas of the City
