Senior Information and Privacy Manager, Informal Case Resolution

Reporting to the Director, Informal Case Resolution, the mediation and investigation function performed by this role is integral to the Commissioner's legislated oversight mandate. It is the first phase of the review process that resolves the majority of the reviews or complaints outside of the formal inquiry process.

In this role you will:

review the decisions of the "head" of the public body/organization/custodian; investigate and try to settle matters that are subject to the review or a complaint to ensure legislative compliance; arrive at and communicate findings concerning review or complaint issues, preferably by discussion with the parties, and make recommendations to the public body, custodian or organization if appropriate; review and comment on initiatives, policies, procedures and practices of public bodies, custodians and organizations to support compliance with the Acts; and; inform and educate stakeholders about their obligation under the Acts and the public about their access and privacy rights.

Role Responsibilities Continued

Additional responsibilities of the position include research, liaising with other jurisdictions on current and emerging issues, building rapport with other team members and the other staff in the OIPC, and performing the work to achieve quality and efficiency while managing a diverse and demanding workload.

To be successful in this role, candidates will need to demonstrate expert knowledge in interpreting and applying legislation to the circumstances in order to arrive at well-reasoned findings and recommendations.

Candidates require superior verbal and written communication skills and the ability to explain legislation and complex legal and factual issues in terms that are understandable to parties.

Candidates will also need to demonstrate effective mediation and investigation skills and the ability to resolve disputes among multiple parties.

Candidates must show leadership in building effective relationships with stakeholders, in order to influence and effect change in initiatives, policies, procedures and practices for public bodies, custodians and organizations.

Candidates require superior interpersonal skills, including the ability to manage conflict, maintain objectivity in sensitive or adversarial situations, and demonstrate tact and diplomacy.

Qualifications

A University degree in a related field with at least six years directly related experience in a combination of the following areas: legislative interpretation, investigations, research and analysis, mediation and/or multi-party dispute resolution. Strong communication skills (verbal and written) are essential. An in-depth knowledge of access and privacy laws and principles, particularly FOIP, HIA, or PIPA would be an asset. Equivalencies will be considered.
