About Our Opportunity


As the Research & Statistical Officer 4, you will be responsible for taking the lead role on economic policy and data analysis and interpretation relevant to the programs, while also providing decision support services to the Benefit Programs division of the EHS, Benefit Programs and Eligibility branch of the Nova Scotia Department of Health & Wellness.

You will be engaged in conducting economic and analytic studies through the extraction and manipulation of data from several large databases used by the division.

You will be expected to analyze and interpret data, design, produce and maintain data reports, ensure data quality as well as recommend and contribute to economic strategies for a range of program options consistent with the ongoing sustainability of the programs.

As the Research and Statistical Officer 4, you will report to the Director, Pharmacare and Extended Health Benefits.

Primary Accountabilities


You will have impact by developing and advising on complex strategies, policies, programs, regulatory development, and major initiatives related to departmental/division initiatives by integrating multiple datasets, designing, and implementing extract methodology, querying, and performing qualitative and/or quantitative statistical analysis, and synthesizing results into informative reports and graphs.


You will manage a broad range of division wide initiatives that requires a thorough understanding of departmental/division issues and priorities while providing project leadership and/or support to designated projects and initiatives.


Prepares and/or supports submissions to senior management, providing advice within the division in the development of strategic plans and initiatives to address critical issues.

Collaborating with the division management to ensure comprehensive and timely responses to requests for input.


Monitors key indicators, conducts environmental scans and researches policy directions, regulations and practices in other jurisdictions within the context of division programs.


Analyzes and synthesizes comparative and complex analysis into concise and meaningful cyclical (weekly, monthly, quarterly, annually) or ad-hoc reports, presentations, and briefing material for dissemination to varied audiences (FOIPOP, Ministerial, DHW, NSHA, CiHi, and various Researchers).


Conceptualizes methodologies and implements complex algorithms for extraction and analysis of complex datasets to inform strategic planning, service planning, program development and evaluation, and continuous quality improvement.


Supports the development and maintenance of information management systems and leads and/or participates in the identification of information gaps related to division programs.

Qualifications and Experience


You have a good working knowledge of the Canadian health care system and the use of health care, economic and demographic information for planning and decision-making.

Familiarity with database manipulation, statistical, and presentation packages is required.

Experience with decision support tools such as databases, SQL, Tableau, SAS, or equivalents is also required. An understanding of population health and pharmaceutical issues will be considered an asset.


Given the high degree of involvement with personnel from other branches, other departments, Medavie Blue Cross, the Nova Scotia Health Authority and the IWK, you must have good people skills.

Your ability to prioritize work to provide useful, timely and accurate support on many concurrent projects.
