AscendHR is proud to partner with the Town of Woodstock in hiring a Chief Administrative Officer.


The Chief Administrative Officer reports directly to Town Council and ensures the proper function of the Town's activities and management.

The individual directs all of the municipality's other senior officers and management level employees.

The individual is responsible for implementing Town Council's guidelines and decisions in compliance with the by-laws, regulations, laws, policies, and resolutions adopted by Council or by other legislative authorities.


Role and Responsibilities:

  • Attend all Council and Committee meetings. Ensure Council has the information they need from you and other senior level management staff, or other organizations, in a timely manner so they can make informed decisions.
  • Foster a servicefocused culture across the organization; Supervise the management team with positive leadership, direction, mentorship, and coaching to ensure a high level of service to businesses and residents.
  • Work with the Director of Finance to ensure operations and budgets align with strategic plans and annual goals and to ensure proper financial recording, reporting, and budget management.
  • Work with the Regional Service Commission and their economic development team to connect with current and potential new developers to ensure the longterm viability of the community.
  • Work with Council to help set vision, direction and a standard level of service for the community for each department. Seek innovation concurrent with the continuous pursuit of cost and operational efficiencies.
  • Monitor all matters associated with risk, legal, policy, safety, and employee wellbeing. Work with the HR Department and Legal Counsel to ensure we are meeting all aspects of WorkSafe NB and to ensure a healthy and safe work environment for all.
  • Work with the HR Department to ensure results and accountability at all levels of the organization, delegating responsibility and ensuring staff are held accountable for their results and performance. Ensure progressive and responsive policies and procedures are developed and stress the importance of continuous improvement and a consistent delivery of service.
  • Participate in board meetings with the Regional Service Commission board, as directed by the RSC and Council, to help build relationships with other municipalities in the region to address common issues.
  • Work with the HR Department and Legal Counsel on any grievances filed by union and nonunion staff.
  • Build and develop relationships with community members, businesses, organizations, and other potential stakeholders. Delegate matters across the organization to the appropriate departments to ensure a timely and efficient response to community and build an appropriate communication system across the entire organization.

Education,
Experience
and
Qualifications:

  • A relevant degree in Business or Public Administration, or equivalent.
  • Knowledge of the structure and mandate of New Brunswick Regional Service Commission operation and governance. Direct experience in a regional municipal governance model would be an asset.
  • Progressive senior managerial experience, preferably in a public sector or not for profit environment.
  • Advanced skills in leadership, decisionmaking and stakeholder relations.
  • Demonstrated experience with:

  • Capital Planning
  • Strong management and interpersonal skills
  • The ability to work with elected officials, community volunteers, boards/committees, and the general public.
  • The ability to achieve effective results in a team settings.

Compensation:

Salary to be negotiated based on education and experience
