  • Lead the land use planning and land development process for each surplus school site, including zoning requirements, site preparation and servicing, engagement, and real estate transactions to provide housing providers with shovelready development properties for affordable housing
  • Lead, and collaborate with Real Estate partners, procurement contracts and project servicing work
  • Manage public engagement and communication strategy for each housing site
  • Draft process for all the required Council reports related to the surplus school site which includes; Below Market Value Land Sale/Lease, Rezoning, Municipal Reserve Removals and Affordable Housing Agreements
  • Negotiate and execute funding agreements that need to align with the Affordable Housing Investment Plan (AHIP)
  • Collect and analyze all facts and technical information to provide advice on program and policy development
  • Lead the hiring process of consultants and contractors using Professional Services Agreements (PSA) for the Project Development Team
  • Build and maintain effective working relationships with stakeholders and partners
  • Other duties as required of the role

Qualifications:

  • Bachelor's degree in Urban Planning, Architecture, Business, or related discipline. Master's degree preferred
  • Eligibility for Canadian Institute of Planners (CIP) membership
  • Four (4) years of progressively responsible urban planning experience
  • Asset and portfolio management with the skill to prepare and present comprehensive plans, reports and submissions
  • Ability to ensure work is coordinated to proceed simultaneously concurrent to other specialist projects. Significant knowledge of the practices and objectives of the City as well as regional planning issues related to the project or area of specialization.
  • Significant understanding of the interrelationships among project activities in various disciplines, and of planning legislation and regulatory requirements
  • Demonstrated knowledge and experience working with Indigenous communities, First Nations communities, Indigenousled organizations
  • Excellent preparation and presentation skills of comprehensive plans, reports and submissions
  • Knowledge of urban design, land use planning and control and/or other identified areas of specialization
  • Ability to provide recommendations on project feasibility, costeffectiveness, regulatory conformance, or possible alternatives
  • Ability to provide options in the resolution of community disputes or assist in developing alternative plans or recommendations for programs or projects
  • Ability to respond to inquiries of a sensitive or complex nature from Council, senior administration, the public, developers, and consultants
  • Ability to research, analyze data, and use critical thinking skills to to support urban strategies decisions
  • Ability to find and/or negotiate solutions to complex issues while operating in a politicized environment
