Infrastructure Ontario delivers some of the most complex, ambitious commercial and land development solutions for the Province - through partnerships with multiple levels of government and an expanding array of private sector partners, the agency continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of Creating a Connected, Modern and Competitive Ontario.


As Vice President, Development, you will lead a team and portfolio of work to identify and implement complex land development projects and programs for government.

Specifically, this role will have oversight over all design, planning and implementation aspects of a new provincial attainable housing program.

More broadly, you will bear responsibility to deliver public policy priorities in a manner that leverages industry expertise and knowledge to improve quality and performance while reducing costs.

Foundational to the design and execution of these initiatives is an acute awareness of unlocking value through increased revenues, reduced costs, and improved social and economic outcomes.

As program lead you will identify opportunities and lead transactions related to the attainable housing program, both in shorter term piloting phase, as well as through longer term pipeline development where the program can be scaled for greater outcomes.


What You Will Do:

  • Have executive oversight responsibilities for program design, planning and project implementation workstreams for a new provincial attainable housing program.
  • Formulate strategies and transaction structures to optimize government assets, including the formation of partnership opportunities with other levels of government and across the broader public sector.
  • Oversee the delivery of advisory services within established budgets, with accountability for both the quality and efficiency of services delivered.
  • Lead the development of projectspecific business cases, financial models, transaction documents, etc. in support of transaction structuring activities and business development. Includes oversight of managers' project budgets and related documentation.
  • Structure and lead discussions and communications with private sector stakeholders through structured dialogue forums including market soundings and transaction implementation discussions.
  • Lead the establishment of governance processes and workplans for projects, including appropriate approval and oversight Committees within IO and across the broader provincial government, and identification of internal and external advisors.
  • Develop communications and presentation materials and represent IO at seniorlevel briefings and decisionmaking tables amongst multiple government stakeholder groups.
  • Develop and manage a network of strategic partnerships internal and external to IO in support of successfully delivering on IO mandates.
  • Represent the province as lead negotiator with the private sector / other levels of government to ensure the optimization of value.

What We're Looking For:

  • Undergraduate university degree is a must; professional designation (e.g., P.Eng, CFA, CPA) and/or Masters degree is preferred
  • Minimum 10 yrs progressive experience in roles with increasing responsibility in a professional services discipline (e.g., business, real estate, finance, engineering, management consulting, legal services, etc.).
  • Strategic and innovative thinker with an indepth understanding of business and government strategy and vision in order to effectively take a leadership role in formulating the development of new programs and delivering transactions.
  • Creative thinker willing to test norms and boundaries.
  • Successful track record of project and program management in complex, multifaceted projects.
  • Advanced influential/negotiation skills sufficient to recognize and respond to underlying concerns of multiple interests and to lead/shape decision making process in situations that involve complexity and ambiguity.
  • Solid financial acumen.
  • Knowledge of real estate, planning and development, valuation and implementation lifecycle.
  • Highly developed client relationship management skills and a strong ability in leading highprofile stakeholder interactions.
  • Exceptional communication and creative skills to develop compelling proposals, cost/benefit analyses, strategic pitches and other presentation materials and to convey information and ideas to a wide range of stakeholders to solicit and encourage buyin.
  • Socially conscious and adept at creating and maintaining positive relationships and building trust
