Workforce Development and Analytics (WDA) supports the workforce of the future through business intelligence solutions, Human Capital Management (HCM) reporting and analytics, designing and delivering learning and talent development programs, leading HCM change management through process development and governance, providing survey consultation and HR system measures support expertise.

We enhance our clients' ability and confidence to articulate and address the complex business challenges of today and tomorrow.

The Governance and Strategy unit within Workforce Development and Analytics leads:

  • HCM data governance,
  • HCM data policy development,
  • Coordination of HCM business processes and Internship Program Coordination
  • GoA corporate survey development,
  • HR systems measures, and much more


Within the Governance and Strategy unit, the Strategy and Policy (S&P) team is responsible for providing leadership on change management, business impact assessments, business readiness and risk mitigation, measurement, strategic workforce planning, quality assurance and evaluation across the PSC and GoA and its initiatives.

The S&P team also supports the development of GoA-wide HCM data policies, guidelines, frameworks, and strategies. These responsibilities will ensure the organization has capacity to manage change, understand its organizational performance, and continuously improve.

Role:


Reporting to the Strategy & Policy Manager, this position supports WDA's mandate of empowering and enabling business leaders with data and information to support evidence-based decision-making.


This position is required to liaise with key stakeholders and often represents the branch in interdepartmental work teams, inter-jurisdictional external committees and leads various committees or working groups as required.


The activities associated with this position include the full cycle of project management from problem identification and initiation to implementation and closure.

This position is responsible for leadership, change management and business readiness, and risk mitigation for a variety of projects.

Projects revolve around HR data and information, which will assist senior leaders to make evidence-based decisions, understand organizational performance, and continuously improve.


There is an expectation to be able to communicate and brief senior leadership members verbally and in writing on issues and recommendations on an ongoing basis.

The Strategy Consultant will conduct complex long-term initiatives or business solution projects, which typically involve multi-stakeholders and develop recommendations to influence planning and/or changing polices, programs and objectives.

This position may provide direction and leadership for administrative and/or entry-level professional staff.

The range of accountabilities and in-depth knowledge for Strategy Consultants include, but are not limited to:

  • HR systems measures and key performance indicators (KPIs)
  • Advanced corporate survey development, implementation, and improvement
  • ERP (1GX) PSC business readiness and risk mitigation plans/strategies
  • ERP (1GX) briefings for PSC senior leadership
  • ERP (1GX) HCM process integration and alignment
  • Guiding the implementation of a new learning management system (LMS)


Minimal supervision is required, with the ability to be able to lead, work independently, and yet work cohesively with a team.


Qualifications:


University degree in the social sciences (such as business, economics, public administration, political science) plus 4 years progressively responsible related experience.


Equivalencies will be considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.


Required experience include:

  • Deliverables that demonstrate ability to understand and translate data into priorities, strategies, and actions:
  • Developing and implementing a Learning Management System
  • Conducting (qualitative and quantitative) assessments and evaluations of public sector initiatives
  • Consultations with multiple stakeholders
  • Leading cross organizational or department
