About Us:

The TBS division is accountable for the government's budgeting, spending and reporting processes, including delivering the province's annual budget. The Capital Planning Branch is responsible for delivering the Capital Plan within the province's annual budget. In addition, this branch is responsible for leading the long-term strategic capital planning framework for the Government of Alberta.

The branch oversees implementation of comprehensive capital planning policies, processes and standards used by all ministries, develops, maintains and reports on the Government of Alberta Capital Plan and develops strategies to meet the needs for maintenance and preservation of existing infrastructure.

The Capital Plan captures full life-cycle cost considerations with an understanding of long-term implications and the exploration of alternative options.

As the Capital Spending Manager, you will be responsible for coordinating and consolidating capital spending information.

You will provide advice on GoA Capital Plan and fiscal analysis as required to support Treasury Board Committee and the President of Treasury Board and Minister of Finance in managing the province's capital plan.


The position coordinates stakeholder needs, brings together all options to meet those needs and ensures immediate solutions align with longer time goals.

It provides guidance, expertise, and consultation to ministries on capital planning and the capital planning process.

Some additional responsibilities for which you will be accountable include:

  • Support the Ministry's reporting activities related to capital financial planning and budgeting
  • Leading the continuous improvement of common methods, guidelines and techniques to define, assess, categorize and manage infrastructure requirement at a governmentwide level.
  • Providing input and support to various crossministry task groups and working committees relating to management reporting, project prioritization, capital renewal and maintenance, escalation management, alternative financing, asset management and performance measurements for all types of infrastructure facilities.
  • Continue to support the preparation of the 20Year Strategic Capital Plan

Qualifications:


Post secondary degree in Commerce, Economics, Business Administration or a professional accounting designation (CPA, or legacy designations CA, CMA or CGA)_ ,along with six years related experience in budget, business planning and capital planning.


Assets include:

  • Experience managing capital planning and budgeting team in a government ministry or environment.
Related experience or education may be considered as an equivalency on a one for one basis.
