Job Purpose
Supervises renovation and maintenance projects and related activities for the Durham District School Board.

Directs all renovation and maintenance activities on a daily basis, from design and implementation from preconstruction to completion, to ensure all projects are executed and delivered on time in support of the organization's strategic objectives and compliance with regulation standards along with Ministry directives, while ensuring that staff and students are provided with a safe & functional learning environment.

Accountabilities

  • SUPERVISE AND LEAD THE TEAM: Lead external contractors, consultants, engineers and architects.
Provide technical and problem-solving guidance for renovations, conversions, maintenance and major projects. Direct activities related to the projects in compliance with relevant regulatory and legislative standards, along with Ministry directives. Ensure project execution is aligned with budget, timelines and requirements.

  • PROJECT MANAGEMENT: Monitor progress and develop reports to ensure project plans are met successfully.
Report project progress to various internal and external stakeholders on an on-going basis. Identify current and future project issues and lead the development of solutions. Review and negotiate change request and contracts (change orders, progress drawings, job site instructions and contractor payments, and submit for Managers approval). Ensure project documentation, including drawings, maintenance requirements and operation manuals are kept up-to-date.

  • MANAGE AND COORDINATE ON SITE ISSUES DURING CONSTRUCTION: Manage projects ensuring maintenance of on going school operations during construction (vehicle drop offs, parking, classroom, fire/alarms systems, etc.)
. Conduct weekly/daily site inspections at every stage of the project, from pre-construction to post-occupancy to evaluate and document site conditions, progress and identify future issues. Ensure the construction is completed in compliance with the agreed upon design, ensuring quality control and standards. Review all construction related concerns raised by third-party testing and impaction companies and address concerns by commenting or updating project requirements.

  • INTERNAL AND EXTERNAL SUPPORT: Provide pre and post construction support.
Partner with various DDSB departments to coordinate occupancy of renovated spaces. Provide up-to-date information and documents related to renewal and maintenance projects when required. Address any concerns, complains, incidents raised by internal staff and external stakeholders (neighbours or the public) including attending lawsuits dispositions against DDSB. Ensure reviews with local, municipal, regional authorities and with fire department/townships are completed in a timely manner. Resolve minor accommodations needs for successful program delivery.

  • HEALTH AND SAFETY: Develop a plan to ensure the safety of staff and students during renovations and adjust/modify as site conditions require.
Identify health and safety requirements related to renovations. Ensure up-to-date documentation in compliance with DDSB toolkit and relevant regulation. Ensure proposed renovations areas in existing buildings are inspected for Designated Substances an arrange for proper removal by licensed contractors (before or during renovations). Respond to complaints and concerns from staff and the public related to renovation activities.

  • PARTICIPATE IN FACILITY AUDITS AND REPORTING: Prepare background information and accompanies Facility Auditors on annual school inspections.
Ensure major renovation work is reported and included in the Ministry database reflecting accurate school facility condition.***
Knowledge and Skills

  • Knowledge of relevant codes, regulations, and legislation as it relates to facilities
  • Knowledge of construction and best practices, pertaining to all aspects of facilities planning (mechanical, electrical, IT, life systems and health and safety planning), ideally within the context of school design requirements
  • Project management skills to coordinate resources at different stages of planning or execution
  • Ability to review comprehensive construction documents containing legal, technical terminology
  • Ability to develop and review drawings and specifications

Education and Experience
Education

  • Competition of a college diploma in a related discipline such as Architecture, Engineering or Construction, or combination of education, training and experience deemed to be equivalent.
Experience

  • Minimum of five years project management experience.
  • Minimum of five years experience with Construction Methods and Practices.
  • Minimum of three years experience with Ministry/Board Policies/Procedures/Standards.
  • Minimum of three years AutoCAD/software programs knowledge.
  • Three years experience with Facilities Audits VFA would be an asset.
