Community Outreach Worker

The Community Outreach Worker is responsible for operating the program under the direction of the Community & Family Services Coordinator (CFS Coordinator), to aid, plan, facilitate and coordinate Community Outreach Programs for The Salvation Army Community and Family Services.
KEY RESPONSIBILITIES:
- Develops trusting relationships with people experiencing homelessness and sleeping rough
- Networks with community agencies to aid in outreach potential
- Provides support, assistance, and encouragement to clients on caseload
- Responds to concerned citizen calls in a timely manner
- Makes necessary referrals to shelter, health care, professional counseling, spiritual and religious care, and other relevant supports
- Supports, advocates for, and refers clients to housing and related resources with the goal of reintegration into community
- Conducts initial intake assessments as needed to determine immediate needs and appropriate supports
- Participate and support the CFS Coordinator and provide leadership to the Food Truck Program.
- Community Outreach Program to serve food, help meet needs through programming to those experiencing homelessness or need other assistance.
- Coordinate schedules for volunteers and cooks for Hope truck Team.
- Make sure Hope Truck is fully equipped before it leaves the church.
- Monitors appropriate behavior of clients at site where Food Truck is serving food.
- Represent The Salvation Army CFS while working with other service agencies to advocate for clients.
- Work alongside CFS Coordinator when doing outreach with the Food Truck in organizing and leading neighbourhood programs. minimum once a month during July and August.
- Assist with preparation for BacktoSchool Program.
- Provide CFS Coordinator weekly reports on activities.
- Assist CFS Coordinator as time allows in planning and facilitating programs.
- Refer clients to other social services or assist clients in locating and utilizing community resources including legal, medical, and financial assistance, emergency shelter, employment, transportation, day care and other services.
- Provide crisis intervention, emotional support, and advocacy.
- Coordinate and supervise volunteers and assigned tasks.
- Maintain program statistics for purposes of evaluating outcomes and effectiveness of program.
- Performs other duties as assigned by CFS Coordinator.
- Work in cooperation with EDS coordinator in response to community emergency.
- Always show Grace and Mercy to those we serve.
CRITICAL RELATIONSHIP MANAGEMENT
Internal:
- Staff, Volunteers, Community and Family Services Coordinator.
External:
- Service agencies, liaison with Police, funders, community agencies, families, and other staff members, Social Development, community shelter network.
MANAGERIAL / Technical Leadership RESPONSIBILITY:
- Reports directly to: Community & Family Services Coordinator
FINANCIAL AND MATERIALS MANAGEMENT:
- May use funds approved by the coordinator to purchase supplies for programs.
WORKING CONDITIONS:
- The work environment is typically in an office, Food Bank and on the Food Truck.
- The incumbent may have some travel. (Program Van is provided for events requiring travel)
- The incumbent will have evening work.
- This job requires the ability to work independently while part of a team, set priorities, manage multiple tasks, and meet deadlines.
- The employee may encounter people who are often angry, violent, and vulnerable, seek help and support from supervisor.
- The performance of the job requires sitting, lifting, entering client data into Link to Feed.
- Willing to take directions and feedback from supervisor/ Corps Officers.
- Provide a safe and inclusive environment.

- Immunization for Hepatitis B, Tuberculosis
- Use all required PPE
- Must have or willing to receive a First Aid and CPR certificate
- Have training in Naloxone, administering, distribution, and know the signs of an overdose.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- Post Secondary Education in Human Services or higher.
- The Salvation Army screening through Praesidium Academy will provide.
- Training in crisis intervention, conflict resolution and mediation skills is an asset.
- Must provide a current Police Background Check.
Experience and Skilled Knowledge Requirements
- First and/or second year social work student.
- Have some knowledge of homelessness and of the issues facing clients
- Must have a Class 5 Driver's License and access to a vehicle
- Be able to provide a driver's abstract
- Demonstrate effective interpersonal, organizational and time management skills
- Comfortable using a computer and an understanding of Microsoft Office.
