Summary
The Purchasing Manager is responsible for oversight of the procurement of commodities, supplies, equipment, and services to be used by the Operations Support Centre.
They utilize expert knowledge to manage the purchase of goods and services that meet quality requirements and specifications, at the most favorable price for the company, while simultaneously building and maintaining strategic relationships with key suppliers.
Responsibilities
- Plan, organize, direct, control and evaluate the purchasing activities of all Bays and Yards
- Ensure Purchase Requests are identified and actioned upon immediately
- Track the status of purchase orders, ensuring ontime delivery aligned with organizational goals and objectives
- Ensure the shipping/receiving department is fully informed of incoming materials with receiving documents
- Develop purchasing procedures and control the purchasing department budget
- Negotiate or oversee the negotiation of purchasing contracts
- Identify vendors of materials, equipment, or supplies
- Evaluate cost and quality of goods or services
- Participate in the development of specifications for equipment, products, or substitute materials
- Ensure material masters are utilized to the fullest by self and teams members
- Maintain an extensive database for all orders that is up to date and provides information for analysis and reporting
- Plan, organize, direct, control, and evaluate supply chain activities through SAP/SAC reporting
- Regularly monitor inventory levels and track inventory movements
- Determine reorder points and safety stock levels based on historical data and future demand
- Develop key performance indicators (KPI's) to measure inventory management effectiveness
- Review and process claims against suppliers
- Interview, hire and oversee training of employees
- Manage projectrelated teams and initiatives
- Establish delivery schedules, monitor progress, and contact clients and suppliers to resolve issues
- Provide product, storage, and order information to all internal departments as requested
- Arrange for payments to vendors for products or services procured
- Manage service level agreements, scope of work, and contract terms with service providers
- Calculate annual requirements for critical spare equipment materials, and reconcile amounts against the available budget
- Advise departments and business units of lead time required to obtain products or services; and,
- Make alternate arrangements in the event of shortages or delayed deliveries to minimize impact on the needed.
Knowledge & Skills
Exceptional oral and written communication skills to communicate effectively with all levels within the organization and with external stakeholders
Considerable knowledge of laws, ordinances, and regulations pertaining to corporate purchasing practices
Strong writing skills for creating reports, correspondence, contracts, requests, bids, and other documentation
Excellent computer skills in a Windows environment
Solid ability to lead and manage team members consistent with the strategic direction of the company
A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills
Able to build and maintain lasting relationships with corporate departments and key business partners
Able to work efficiently as a part of a team as well as independently
Excellent time and project management skills
Education
Bachelor's degree or equivalent in a relevant discipline
Experience
Five to seven years of progressive experience in a purchasing role
SAP user experience
Working experience in the drilling industry preferred
