The Opportunity


Supply Chain has assembled a task force to support Canada Gas Projects to commercially close out its Pipeline and Facilities projects (spend in excess of several Billion $) including materials and services contracts and we are looking to increase our task force team's capability.

The task force is initially in place to address the current backlog of commercial close out requirements and implement the sustained commercial close out model.

Once the backlog is completed commercial close out activities will be carried out as a standard part of the project lifecycle and will be completed for all significant contracts on Canada Gas capital capacity projects.

It is foreseeable that the Supply Chain Commercial Closeout team will soon extend their support to additional Business Units and countries across TC Energy.

While estimates of potential cost recovery will need to be determined for each project, preliminary analysis indicates significant potential cost recovery.


NGTL is a Canada Gas Regulated asset under CER jurisdiction and as such there is an expectation that TCE meets "prudent operator" requirements.

This translates in both an opportunity and requirement to validate contract expenditures, back charges and "assertive claims" to recover cost as part of project closeout as well as utilizing a disciplined and consistent approach to closing out contract change orders and contractor claims.

Time is of the essence as project audit windows are closing and reduced future projects decreases negotiating leverage.

What you'll do- Build and lead completion of vendor audit test plan to identify invoice overbillings- Review vendor data and perform reconciliation- Develop and execute vendor audit test plan including test such as burden reconciliation, validation of Time & Material (T&M) costs, Validation of payment of Retention / Bonus/ Living Out Allowances payments, 3rd party markup, etc- Execute analytical procedures and perform trend analysis- Report on exceptions and anomalies using data visualization tools- Identify cost recoveries and future cost saving opportunities based on non-compliance with contract terms- Lead negotiations to recover costs- Support development and use of Data analytics tools- Run SQL queries (AI/machine learning)- Run ad hoc analysis such as Productivity and equipment utilization

Minimum Qualifications- University degree in Business and or Finance with 6 years of proven vendor audit experience, or equivalent combination of education and experience will be considered- Fair understanding of pipeline and facility construction contracting- Proficiency with using MS Excel and or other analytical tools- Strong experience with using SAP, PowerBi and CMS- Prior experience in developing and maintaining reporting dashboards in PowerBi- Excellent ability to influence client groups to attain support for effective solutions


Preferred Qualifications- University degree with minimum 6 years of compliance (vendor) audit experience, or equivalent combination of education and experience will be considered.

CA/CPA designation- Solid commercial acumen with proven abilities to develop and implement data-informed strategies and recommendations- Solid technical expertise in oil and gas, pipeline and facility construction contracting- Solid negotiation skills and the ability to drive consensus between stakeholders- Ability to handle multiple assignments on a timely basis with a high degree of accuracy, strong organization, time management and planning skills- Ability to effectively lead and manage a high stress workload on a simultaneous project basis
