This role is part of the Reconciliation, Equity, Diversity, and Inclusion (REDI) Team within the CAO's Office, focused on implementation of the Community Safety Wellbeing Plan (CSWP).

The CSWP is a community-informed framework developed by the Region of Waterloo (ROW) alongside community leaders and organizations.

This is a framework for the ROW to work towards ensuring every person who calls Waterloo Region home feels safe, cared for, and has the opportunity to thrive.


The REDI team is diverse and dynamic where all members are deeply dedicated to the principles of equity, anti-hate, and anti-oppression.

They strive to uphold the core values of the ROW in all their activities and engagements.

All the members work closely together towards achieving the larger goals of the team and are proactive in providing support to each other.


The Opportunity:

Coordinates community engagement and related activities to support the implementation of the


Community Safety and Wellbeing Plan (CSWP) and, specifically, the Upstream Fund, by supporting the development and implementation of capacity building activities through partnership building, strategic planning, policy, and program development.


You will coordinate community participatory processes, including problem solving, visioning and strategic planning and implementation of upstream prevention strategies in support of the implementation of the CSWP.

You will support the creation of opportunities for joint planning and decision making between community members and other organizations who are working towards addressing the social, economic, and community determinants of community safety.

You will build trust and relationships internally and externally to organize and coordinate efforts. Identifies and defines planning and implementation issues, needs, resources, and opportunities for integrated planning.
You will conduct research and analysis to develop and recommend project frameworks and policy directions.

You will consult with a variety of organizations, the public, workplaces, support groups, and to build partnerships with business owners and operators and associations with respect to neighbourhood and community activities.

You will plan events, coordinate, and deliver activities to hold community conversations for the Upstream Fund and CSWP and create detailed work plans, databases, and tracking processes as required.

You will ensure all stakeholders are appropriately consulted, represented, and involved.
You will design and conduct program evaluations using a methodology that is meaningful to both the community and staff.
You will assist the Manager in the preparation of project budgets and tracking Upstream Fund and CSWP program expenditures.


Knowledge and skill normally acquired through a diploma or degree in a related field (e.g., sociology, community development, social work, equity studies, human rights), plus progressively responsible related experience.

Experience working in inter-sectoral linkages, community engagement, and advocacy.

Experience and skill in people-centred community development with diverse racialized, Black, and Indigenous communities focused on needs assessment, program planning, resource development, facilitation, and project management.

Demonstrated understanding of the impact of intersectionality and social determinants of health (SDOH) on health and wellness.
Knowledge of and ability to comply with policies, procedures, and related legislation.
Ability to conduct presentations to community organizations, neighbourhood groups, government committees, and at public meetings.

Negotiation, facilitation, mediation, and conflict resolution skills, with acumen in relationship-building and organizing, preparing, and delivering communications for diverse audiences.

Ability to write reports for public information, funders, and Council.

Ability to create clear, concise funding proposals, teaching tools, professional reports, press releases and community newsletters, to share complex data and research information in manner that is accessible.

Knowledge and skill in project management, driving and achieving results, and organizing and prioritizing work, with a proactive approach to problem solving.
