The Manager, Contracts is responsible for developing and building contract administration policies, processes and procedures for infrastructure programs/projects, to ensure that VFPA major capital projects are delivered with effective contract management practices.

Working closely with Infrastructure division project personnel, Legal department, and collaborating across the organization, this position will monitor the development and execution of Infrastructure contracts.

Accountabilities

  • Build/improve contract administration policies, processes and procedures to enable the port to more effectively deliver its portfolio of infrastructure projects
  • Monitor the execution of major contracts to ensure contract related risks are eliminated/mitigated
  • Advise project teams on execution of contracts and necessary contract administration activities
  • As procurement department conducts RFQ and RFP process, monitor the development of contracts to ensure effective transition of activities from procurement to contracts administrator
  • Collaborate with the procurement team to create standard processes and templates for RFPs (requests for proposals)
  • Provide contractrelated issues resolution, both internally and externally
  • Establish and manage corporate benchmarking records to be used in future contracts' assessment/changes
  • Develop and issue regular reports on the status of contracts
  • Ensure contract documents are complete with respect to changes, extension or renewal, closeout, as appropriate
  • Provide direction to the cost management team to ensure correct invoicing and collection of contractual revenues
  • Review contractual performance to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal
  • Support the process to develop business cases to support the organization's decision process for large capital transactions, including consideration of alternative approaches, analysis of key risks, and development of mitigations where optimal
  • Develop strategies and implement processes to administer, document and accept / challenge / defend incoming and outgoing change requests throughout project execution
  • Implement and execute claim management process to resolve unforeseen situations that arise during project development and execution and that are not covered by the change management process. Ensure proper records
  • Engage relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and cost targets
  • Participate in the development of departmental plans and be responsible for the development and implementation of activities and programs designed to meet the intention of specific strategic priorities
  • Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders.
