Main Purpose and Function


The Operations Manager, Filming and Special Events provides leadership for the safe and successful use of City of Vancouver streets, open spaces, and City-owned or leased facilities by the film and special event industries.

This position determines the viability of a large volume of film productions and special events, ensures compliance to multi-departmental bylaws and regulations, tracks and reports critical financial and statistical data and provides recommendations on emerging issues.


This position reports directly to the Senior Branch Manager of Film and Special Events and manages a team comprised of Film and Special Event Officers and office support staff.

This position works in collaboration with various departments within the City of Vancouver as well as external agencies such as Vancouver Art Gallery, BC Ambulance, Vancouver Coastal Health, TransLink, Tourism Vancouver, Vancouver Port Authority and the Ministry of Transportation; Resident and Business Improvement Associations; event producers and organizations; film production companies; private venue operators and the local tourism operators.


Specific Duties and Responsibilities

  • Makes decisions on the approval of events and advises senior management, Advanced Planning Unit (APU), City Large Event Overseeing Committee (CLEOC) on emerging risks. Provides recommendations and/or analysis when required.
  • Provides consultation and advice to clients and emerging programs of event and/or film execution and determines if the event is permitted.
  • Establishes performance metrics and surveys to capture service satisfaction levels and improve customer communication.
  • Develops data tracking and analysis tools to support planning for the Branch and reporting to City Leadership Team and Council.
  • Advises on revisions to policies, procedures and service fees impacted by film and special events and presents case to Council as required.
  • Participates in and provides expertise to internal and external advisory panels, working groups and committees. Liaises with business and neighbourhood associations and communicates with other jurisdictions on aligned practices and procedures to improve practices to branch procedures.
  • Negotiates service charges and oversees and manages outstanding invoices, accounts receivable and accounts payable. Approves purchase requests for equipment and resources within the allocated budget.
  • Provides oncall and afterhours stakeholder support for emergent activities.
  • Makes decisions in the absence of the Branch Manager.
  • Provides leadership and guidance to the Film and Special Events team including hiring, assigning responsibilities, evaluating performance, coaching, mentoring, training and development, and discipline up to and including termination.

Qualifications

Education and Experience:

  • Diploma in Business Administration or Operations Management and three years of experience in film permitting, location management or event management, or an equivalent combination of education, training and experience.
  • Training or experience in project delivery, structured process improvement implementation and change management an asset.
  • Considerable experience leading diverse teams within a unionized environment preferred.

Knowledge, Skills and Abilities:

  • Excellent knowledge of management principles, policies and practices including recruitment and selection, leadership, performance and attendance management.
  • Working knowledge of City of Vancouver departmental responsibilities, procedures and regulations, including Vancouver Parks Board, Vancouver Police Department and Vancouver Fire and Rescue as well as provincial and federal legislation and policy related to the field.
  • Good knowledge of risk assessment and risk management.
  • Working knowledge of general finance and budget management.
  • Excellent leadership skills with the ability to motivate, engage and inspire staff.
  • Excellent communication (oral and written) and relationship management skills.
