Currently, Bissell Centre is looking for the right individual to fill the position of Team Lead (FT) in the Housing Services Program.

The Outreach Housing Team is based on the Housing First strategy which involves a focus on housing unhoused individuals and then providing services in a client centered, solution focused manner. The Outreach Housing Team Lead is responsible for the implementation, administration, and evaluation. This specific position works with the Manager of Housing and Outreach to supervise a team of Housing Outreach Workers and Housing Wayfinders.

DUTIES AND RESPONSIBILITIES

Program Delivery

  • Oversee service delivery through service plans for all participants in accordance with organizational policies and funding requirements. This includes facilitating weekly Intensive Case Management meetings.
  • Conduct regular audits of client files and program records.
  • In collaboration with internal and external parties, come up with creative and individualized housing solutions for community members with varying degrees of complexity and need.
  • Liaise with and support stakeholders such as: funders, other social service agencies, community groups, health agencies, law enforcement, etc.
  • In collaboration with the Manager, Housing Services, develop and implement an annual operational plan, including goals, objectives, and timelines.
  • Monitor and evaluate program delivery and quality on an ongoing basis.
  • Assist the Manager, Housing Services, with recruitment of staff. Oversee orientation, training, and day to day supervision of Housing Workers.
  • Monitor, approve and submit receipts for program expenditures.
  • Attend meetings with our funder and the community at large.
  • Other duties as required.

QUALIFICATIONS

Education and Experience

  • Post-Secondary Degree in a related field.
  • Minimum 3 years of extensive employment experience including program development, case management, case supervision, evaluation, and supervisory skills.
  • Previous supervisory experience would be an asset.
  • Previous Housing First experience would be an asset.
  • Experience working with high-risk populations and an understanding of cultures, history, and current issues.

Knowledge, Skills, and Abilities

  • Strong written/verbal communication and interpersonal skills, result oriented, applied time management, strong organizational and problem-solving skills.
  • Demonstrate the ability to ensure quality services, and program development.
  • Strong attention to detail, accuracy, and quality.
  • Demonstrate competency in computer systems (Word, Excel, and database programs).
  • A valid Driver's License, satisfactory driver's abstract and proof of $2 million PLPD insurance is required as operation of a personal vehicle is required.

CONDITIONS OF WORK

  • Some evening and weekend work required
  • Operation of personal vehicle with required insurance and drivers abstract

The above-noted training must be completed during the first six months of employment.
