Reporting to the Culture and Employee Experience Manager (CEEM), the Bilingual Human Resource Generalist (HRG) will play a pivotal role in supporting the employee experience and culture within CCSA's pan-Canadian workforce. This role has a dotted line reporting to the Director of HR and will collaborate closely with various divisions to ensure teams have the support they need to deliver on their initiatives. This role is critical in ensuring the accuracy, integrity and efficiency of all HR programs, process and the HRIS. You will support the Employee Experience and HRIS Specialist (EEHS) in the areas of recruitment and onboarding initiatives.

This role presents a unique opportunity to work in a pan-Canadian organization. The successful candidate will demonstrate versatility in a wide range of HR responsibilities. The role requires a high degree of professionalism, discretion, and efficiency. The successful bilingual candidate will bring experience in working in other provincial and territorial jurisdictions or demonstrates a strong ability to research compliance requirements for these areas.

Please note: CCSA HR is rebranding itself and have updated its HR job titles to reflect an employee centric approach. The title for this role is Bilingual Employee Solutions Partner. The responsibilities of the role remain as posted.

Key Responsibilities

Employee Engagement
  • Serve as the primary contact for employee inquiries and concerns, providing guidance and support on HR policies, procedures, and employee benefits.
  • Advise the CEEM on employee issues promptly, effectively and make appropriate actions to resolve conflicts.
  • Partner with cross-functional teams to develop and implement strategies to enhance employee satisfaction and retention.
  • Support the employee engagement initiatives, including surveys, events and recognition programs.
  • Support the analysis of employee feedback and engagement data to identify trends and areas for improvement.
  • Participate in the Joint Health and Safety Committee as an employee representative and provide guidance to the committee to move initiatives forward, when required.
Pan-Canadian Compliance and Policy Implementation
  • Stay current with relevant employment laws, regulations and legislation to ensure CCSA is compliant with applicable provincial and federal requirements.
  • Assist in the development and implementation of HR policies, procedures and initiatives to promote a positive work culture and enhance employee engagement.
  • Working with the HR Director, support the implementation of the Official Languages Act and serve as CCSA's Official Languages Champion.
Training and Development
  • Collaborate with division leads to identify training needs and develop training programs to enhance employee skills and knowledge.
  • Working with the CEEM, identify opportunities for staff development, and create employee training plans.
  • Facilitate training sessions on topics identified by the CEEM and/or the HR Director.
  • Assist in the development and implementation of HR policies, procedures, and initiatives to promote a positive work culture and enhance employee engagement.
  • Working with the HR Director, support the implementation of the Official Languages Act training as outlined in the 3-year implementation plan.
  • Participate in succession planning exercises.
Performance Management
  • Support the performance management process by assisting leaders in setting goals, conducting performance reviews and implementing performance improvement plans as needed.
  • Provide training and guidance to leaders and employees on performance management best practices and techniques.
Recruitment and Selection Process
  • Working with the EEHS, support the recruitment process by managing job profiles, completing candidate screening activities, coordinating, and participating in interviews, as needed.
  • Support recruitment initiatives such as career fairs, with a focus on reaching equity deserving groups.
  • Support the coordination and manage candidate assessments, as needed.
  • Working with the EEHS to support the candidate experience and ensure a smooth and efficient recruitment experience for both candidates and internal partners.
  • Support the Employee Experience and HRIS Specialist in the facilitation of the onboarding process for new hires, including preparing new hire paperwork, conducting orientation sessions, and assisting with integration into CCSA's culture.
  • Support new hires ensuring they have the necessary resources and information to support a successful onboarding experience.
  • Participate in the collection of feedback from new hires and internal partners to continuously improve the onboarding process.
HR Administration
  • Maintain accurate and up to date employee records, including employee digital files, HR databases and HRIS.
  • Submit employee changes to the Payroll Coordinator, ensuring compliance with CCSA policy and legal requirements.
  • Working with the HR Team, develop and implement processes and procedures for effective data management, including data entry, reporting, and auditing.
  • Stay current with the HRIS system to effectively manage all HR data.
This position profile is designed to provide an overview of the main responsibilities for the role. Other responsibilities not identified in this position profile may be assigned based on the person's experience and capacity.

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or related field. A combination of experience and education will be considered.
  • 4+ years of experience progressive HR experience.
  • Strong knowledge of Ontario employment laws and regulations.
  • Experience in HRIS, ADP-Workforce Now is an asset.
  • Intermediate experience with MS Office Suite.
  • Strong analytical, problem-solving skills and time management skills.
  • Excellent communication in both official languages (required).
  • Excellent interpersonal skills, with the ability to interact effectively with all members of the CCSA team.
  • CHRP certification
Assets
  • Knowledge of other provincial and territory laws and regulations.
  • Experience in working within a not-for-profit organization.
