BACKGROUND:

SCO is a growing and dynamic First Nation organization that represents 34 Anishinaabe and Dakota Nations and more than 87,000 citizens in southern Manitoba. Established in 1999 by the southern Chiefs, SCO is mandated to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

Reporting to the Chief Executive Officer of Health Transformation, the Director of Clinical Services and Programs will lead in the re-development of clinical services and health programming previously delivered by the federal government to create a suite of clinical services and programs to support the health of First Nation citizens as defined by Indigenous determinants of health in a holistic and culturally appropriate way.

KEY RESPONSIBILITIES:

· Implements systems, processes, and programs to achieve the highest level of clinical and health outcomes, policies, and procedures to ensure a strong compliance culture with the clinical and health workforce

· Manages clinical system delivery and health project teams to ensure quality evidence-based and culturally appropriate patient care is provided while also building health resource capacity in communities to ensure sustainability of Southern First Nation Health Authority

· Leads in a health care environment that is acute and complex and able to engage with a variety of audiences, including patients, families, staff, and management

· Develops and implement clinical protocols, policies, guiding principles, and educational materials for program and service delivery for updated health programming with a focus on a holistic approach

· Ensures that community health needs are being met in strategic, coordinated, and responsible way

· Developsanagileandflexibledepartmental structureand work environment, with a lens on innovation and collaboration, and providing a positive member experience through an eventual multi-disciplinary team

· Leads w ork to align physician, nursing, clinical and technical activities in support of patient services, partnerships, and ancillary services in providing enhanced standards of care

· Actively participates in clinical leadership to ensure the clinical and health operations and patient/community needs are met

· Innovates and problem-solves to address issues, challenges and prevent any problems

· Evaluates data, research, and information from Health Directors to analyze and determine how to best address the unique health delivery challenges of each SCO Nation based on best practices and community-identified needs

· Performs other duties as assigned

EDUCATION AND QUALIFICATIONS:

· Must be licensed and practicing as a registered nursed in Manitoba

· Minimum 10 years of experience working as an R.N. in a clinical setting and a minimum 5 years of supervisory experience in a clinical setting

· Understanding of workflows, staffing, and equipment requirements to deliver clinical health services and programming

· Experience conducting evaluation of program and service delivery in a clinical setting

· Experience applying change management processes and strategic planning

· Demonstrated critical thinking skills with the creativity necessary to envision innovative strategies

· Experience working in First Nation health centre or nursing station an asset

· Experience delivering a broad range of clinical health services, that includes a wide range of preventative care experience

· Knowledge and understanding of human and First Nations Rights

· Knowledge of First Nations determinants of health

· Excellent organizational and time management skills with the ability to manage multiple priorities and competing interests or deadlines

· Strong written communication skills with the ability to write clear, concise documents and reports

· Strong verbal communication skills with the ability to communicate formally and informally with various audiences

· Must have demonstrated understanding of First Nations culture and traditions

OTHER REQUIREMENTS:

· Must provide a satisfactory Criminal Record Check with vulnerable sector search

· A valid class 5 MB driver’s license with access to a reliable vehicle for business travel

· If the incumbent is a registered member of a regulatory body, they must be in good standing
