Title: Senior Program Officer
Director, Caribbean and Anglophone Africa

Reporting to the Director, Caribbean and Anglophone Africa, the Senior Program Officer (SPO) is primarily responsible for supporting the development, planning, implementation and management of complex activities and planned results primarily related to the programs/projects within the Caribbean/Anglophone Africa regions. This includes the development of work plans, budgets, writing reports/briefs, the preparation and delivery of presentations and the coordination of day-to-day work as assigned by the Director (or designate). The incumbent will play a leadership, consulting and problem-solving role with member institutions, partners, senior officials, funding agencies and staff.
This position will focus primarily, but not exclusively, on work assigned with the South Africa Skills Training Enhancement Program (SASTEP). The position may be called upon to support other programs in the portfolio, and to assist and provide support to and for proposal development, monitoring and follow-up as well as other files if/as required.
The work of the Senior Program Officer is supervised by the Director, Caribbean and Anglophone Africa. Ability to interact effectively with CICan staff, senior and administrative staff from member institutions, partners and external agencies;
Provide support, training to field staff, team members and member institutions;
Knowledge and understanding of partner and country-led collaborative approaches that address community needs;
The Senior Program Officer will:
Lead or participate in developing, planning, implementing and managing activities supporting Caribbean/Anglophone Africa programs and new initiatives (expressions of interest, concept notes, proposals, etc.);
and in developing, administering and monitoring member agreements and contracts;
Provide guidance, planning and operational support to member institutions, the funder (Global Affairs Canada), CICan staff, local partners and consultants;
Lead or participate in the development and drafting of annual work plans and narrative reports, analytical reports, core program documents (Logic Model, Performance Measurement Framework and Risk Register), handbooks, training manuals, workshop materials and other documents with Senior Technical Advisors (STAs), other CICan staff and CICan member institutions;
Have lead responsibility for preparing annual budgets, preparing regular financial reports for Global Affairs Canada, monitoring budget utilization, and revising and explaining quarterly projections as needed;
Review financial reports from field offices and college/institutes partners;
Coordinate Canadian and overseas missions;
draft consultant contracts, manage consultant deliverables, monitor contract compliance and facilitate timely payment of invoices;
Support or lead the development of field office policies;
Draft and/or support the preparation of communications products, submissions, briefs and position papers to/for the federal government and other documents for public consumption;
Participate in the development and implementation of policies, procedures, and strategies;
Maintain contact with funders, embassies, related government sectors in Canada and overseas partners; Graduate from a post-secondary institution in relevant field such as international relations, international development, program management, business, political, or an equivalent combination of education and experience;
Experience (over 5 years) in the planning, implementation and administration of international programs and projects funded by Global Affairs and/or other donors;
International work experience (missions, postings) in Africa;
Extensive (over 5 years) and demonstrated experience in budget management and financial monitoring, including intermediate-advanced Excel skills;
Experience in leading the development of quality requests proposals and in managing RFP processes;
Experience in the preparation of consultant terms of reference and contracts and in processes including selection, oversight, and payment;
Significant experience in providing support to field office operations, preferably in Africa;
Experience in strategic planning, preferably as it relates to program management;
Excellent fluency in written and verbal English;
Abilities using Microsoft Office Suite and communication technologies (social media).
