Summary

Insurance Bureau of Canada (IBC) is looking for a talented Manager, Regional Policy to develop public policy positions on behalf of Canada's home, car and business insurance companies so that the government relations team can bring the industry's perspective on insurance and economic issues to the provincial and federal governments. A primary focus will be on the auto insurance framework in Ontario, with an emphasis on theft and fraud policy development based on industry data and experience. This will be done in collaboration with the national auto policy team with the incumbent having a strictly Ontario focus. There will also be a focus on emerging issues, such as innovation policy, automated vehicles and regulatory modernization. You will manage issues from inception, leading the research and development, consensus-building among IBC's member companies, preparing submissions for a government audience, and supporting IBC's regional government relations teams. You will be a key conduit between the Ontario team and IBC's broader policy development group.

You will report to the Vice President, Ontario & Atlantic and work closely with the group of professionals in IBC's regional government relations teams.

In addition, the role includes participation in IBC's Community Assistance Mobile Pavilion to provide timely insurance support to communities impacted by disasters, where you will work collaboratively with insurance companies and local/provincial emergency management staff.

Duties & Responsibilities

Deliver a policy agenda that advances the industry's goals and objectives for its strategic objectives

Work directly with IBC's member companies to identify issues and develop solutions

Communicate the industry's views through the preparation of written policy submissions and briefing notes

Working with IBC's Communications and regional government relations teams, develop and implement creative, effective strategies and tactics to promote the policy agenda with government officials

Track and analyze current data and policy progress and provide strategic guidance

Partner with regional government relations teams to ensure consistency of policy positioning on a national basis

Work especially close with the internal auto policy team when auto reviews are conducted to ensure reflection of file status. This may also include liaising with actuarial contractors.

Work closely with VP and GR team to coordinate and keep track of auto policy advocacy and government changes.

This would not include GR responsibilities, but the incumbent would represent IBC in government and industry consultations / initiatives / and working groups when technical expertise is required. This will include coordinating the technical expertise to effectively respond to consultations.

Develop and implement ON-specific policy strategy. This would specifically entail working with the policy development lead for any given file, and regionalizing plans and positions for regional execution.

In some cases, create workplans and/or Gantt charts for implementation and ease of reporting to member companies in terms of policy development on key files.

The role could include carriage of the national policy development of theft and fraud, though the focus in the beginning would be Ontario for both theft and fraud as it relates to auto insurance files.

Qualifications

A policy professional with 6+ years of progressively responsible experience in the development and implementation of policy strategies and programs

Experience working with data to advance policy issues

Experience in Fraud Policy files or Auto-theft Policy research would be a strong asset

Master's degree in public policy, economics or a related field

Well-developed influencing and listening skills; understand the appropriate use of tact and diplomacy when dealing with conflicting points of view

Ability to create and articulate a vision, and develop and execute supportive strategies and plans for both the short- and long-term development

Team player with a big-picture perspective; the ability to see how all of the pieces fit together and contribute to the achievement of broader organizational objectives

Experience working with the issues surrounding the property and casualty insurance industry would be an asset, but is not a requirement
