BACKGROUND:

The Southern Chiefs’ Organization (SCO) is a growing and dynamic organization that represents 34 Anishinaabe and Dakota Nations and more than 87,000 citizens in southern Manitoba. Established in 1999 by the southern Chiefs, SCO is mandated to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

SCO has started the Health Transformation process with communities and is focused on building a First Nation healthcare system with the goal ofmeeting the needs andpriorities of the34AnishinaabeandDakota Nations itserves.SCO is seeking to fill a full-time Policy and Program Analyst position that will support SCO's community-driven engagement process, ‘Exercising our Treaty and Inherent Right to Health Transformation Initiative’, in southern Manitoba. Policy and Program analysts are valuable members of the SCO Health Transformation Team who work with the purpose to create positive change for southern First Nations citizens and communities

KEY RESPONSIBILITIES:

· To be involved at all stages of the policy development cycle including research, analysis, consultation, the development of recommendations, and the evaluation of southern First Nation public health and primary health care programs, services, and policies

· Support work on the development of Public Health and/or Primary Health Care policies and participate in project and strategic planning at both program, community, and organizational levels

· Research relevant issues, monitor specific government initiatives and legislation, and assist in the development of policies, programs, and services

· Support the work of various strategies and projects including, but not limited to, the Health Human Resource Strategy, Mental Health and Addictions Strategy, Senior Strategy, Housing Strategy, and various demonstration projects

· Perform other duties as assigned as the system grows and develops

EDUCATION AND QUALIFICATIONS:

· Bachelor’s degree in a related area of study. An equivalent combination of education and experience may be considered

· Minimum of three years’ experience working in a healthcare environment

· Experience conducting research, analysis, evaluation, and preparation of discussion or policy papers, reports, and presentations

· Experience applying change management processes and strategic planning

· Demonstrated critical thinking skills with the creativity necessary to envision innovative solutions

· Knowledge of OCAP (Ownership, Control, Access, and Possession) principles

· Knowledge and understanding of human and Indigenous rights

· Knowledge of and experience working with First Nation communities, partners, and stakeholders

· Proficiency in the use of Adobe and Microsoft Office programs including Teams, Word, Excel, Outlook, and PowerPoint

· Excellent organizational and time management skills with the ability to manage multiple priorities and competing interests or deadlines

· Strong written communication skills with the ability to write clear, concise documents and reports with a high degree of accuracy and for a variety of audiences

· Strong verbal communication skills with the ability to effectively communicate formally and informally with various audiences

· Excellent interpersonal skills including the ability to work collaboratively and productively within a team of colleagues and supervisors as well as other internal and external stakeholders

· Ability to work independently with minimal supervision and remain self-motivated

· Ability to maintain the confidentiality of sensitive information

ASSETS:

· A master’s degree in a related field

· Fluency in Anishinaabemowin or Dakota language(s)

OTHER REQUIREMENTS:

· Must provide a current and satisfactory Criminal Record Check with vulnerable sector search and a current and clear Child Abuse Registry Check

· A valid class 5 MB driver’s license with access to a reliable vehicle for business travel

· If the candidate is a member of a registered profession, the candidate must be a member in good standing of their regulatory body
