The Health Informatics – Clinical Ancillary Services portfolio has an 18-month temporary Portfolio Manager, Health Informatics position available to support our Surgical, Anesthesia, and Medical Device Reprocessing (MDR) areas within Fraser Health.
As a key member of the leadership team, you will lead a busy portfolio with multiple enterprise level applications used within the surgical and MDR departments across 12 acute care hospitals. Within this portfolio you will be play a key role in innovative initiatives in partnership with clinicians, digital patient and provider experience teams as well as with vendors.
Utilize your consulting, clinical workflow knowledge in the surgical journey, expert project planning and management skills as you work with highly skilled colleagues and make a difference in healthcare and patient outcomes. Fraser Health is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. Oversee the implementation and uptake of specialized electronic clinical solutions used by Surgical, Anesthesia, and Medical Device Reprocessing clinical areas within Fraser Health.
# Develop, lead and mentor a team of staff that are responsible for a variety of activities, including: supporting the deployment of clinical applications and IT infrastructure projects, providing operational support for systems, developing training materials, and conducting training to end users.
# Act as a liaison with clinical leadership within the assigned portfolio to support the clinical area’s technical needs, while adhering to best practices in information technology and change management.
# Translate clinical and business needs into application requirements based on a thorough knowledge of all components of project management processes and the systems development life cycle.
# Oversee procurement projects and manage contracts and relationships with vendors for enterprise systems.
# Bachelor's degree in Health Informatics, Health Information Science, Computer Science, Software Engineering, Business or related field.
Seven (7) years of related experience in a large complex organization including at least three (3) years' experience as a Project Manager.
Including two (2) years providing leadership to a variety of large project teams
An asset to this role would be:
Experience with health and corporate information systems
Experience with financial management for projects
Experience with or a strong understanding of medical device integration with clinical systems

This is a temporary Full Time positions to cover for a maternity leave, based at our Central City Offices in Surrey, B.The Portfolio Manager provides senior level advice and guidance to Fraser Health executives within an assigned portfolio of Informatics which may include the development and implementation of application architecture. Leads and is accountable for enterprise-wide business and clinical information systems projects; develops project budgets provides leadership to team members and facilitates service design, transition and operations management strategies. Provides senior level advice and guidance by consulting to all disciplines and stakeholders within an assigned portfolio by keeping abreast of the initiatives and issues within the business areas assigned and conducts strategic planning in the development of business cases, and process re-engineering initiatives.
# Provides project leadership to a variety of large, complex projects including a number of diverse disciplines and/or affecting multiple stakeholders; develops and manages project timelines; identifies, sources and manages resources such as contractors, staff or dollars; identifies and mitigates project related risks; Ensures project closure by providing post-implementation evaluation; measuring key outcomes, assessing project related staff, ensuring customer satisfaction, obtaining project sign off, and documenting lessons learned. Ensures that projects and initiatives are aligned with the Fraser Health strategic plan.

# Ensures the implementation of correct human resource standards and procedures by interpreting and administering the applicable collective agreements; Provides leadership to staff assigned to lead small to medium scale projects by providing guidance on project management duties, budget management, or technical issues; receives updates from assigned team leaders on project status.
# Provides input into project budget development and, once approved, manages the budget dollars by approving required contractors, purchasing software and hardware. Monitors and reports on budget variances if necessary and discusses with project sponsor as required.
# Liaises and communicates with project sponsors and stakeholders by monitoring and reporting on all phases of projects to ensure success and to increase overall quality of products implemented. Provides updates on project status and all aspects of the project as required.
# Manages assigned projects through the project management lifecycle using standard documentation methodologies such as project charters.
# Champions project management methodologies and best practices through mentoring, coaching, and communicating with team members, business units and staff. Liaises with outside vendors, reviews bids and/or negotiates equipment and/or service contracts, and makes recommendations where necessary to the Manager. Monitors the level of support to ensure requirements and expectations of the contract(s) are met.
# Provides expert advice and consultation by performing or managing the research, analysis, and recommendations for proposed technology changes. Provides input into application development and into the use of new technology for inclusion in the technology architecture. Provides consultation and advice to senior management on application technology alternatives and solutions.
# Participates in assigned Fraser Health, Provincial, and Federal committees; Bachelor's degree in Health Information Science, Computer Science, Software Engineering or a related study or equivalent combination of education, training and experience. Seven (7) years of related experience in a large complex organization including at least three (3) years' experience as a Project Manager. Experience with health and corporate information systems.
