Director of Legislative Affairs

The Office of Mayor Olivia Chow is hiring a Director of Legislative Affairs & Implementation to join our team. We are seeking an experienced relationship-builder who can manage an experienced legislative team, dive deep into policy, and make the Mayor's vision a reality.
Reporting to the Deputy Chief of Staff, the Director of Legislative Affairs & Implementation is responsible for effectively managing the Legislative Affairs and Implementation team to foster and maintain strong working relationships with Councillors and City Staff, manage the flow of policy development through the Committee and Council cycle at City Hall, and work in collaboration with City departments to monitor and support the implementation of policy items through development to completion.
The Director of Legislative Affairs & Implementation must be personable, an effective people leader, able to digest and synthesize complex policy programs and political realities quickly, and arrive at solutions that advance the Mayor's agenda of building a more caring, safe and affordable city.
Responsibilities
- Serve as a Senior Advisor to the Mayor and member of the Senior Leadership Team in the Mayor's Office
- Lead and empower a high-performing team by setting clear expectations, fostering accountability, and effectively delegating tasks to optimize efficiency and drive results
- Foster and maintain strong relationships with Members of Council and the Mayor
- Work with Councillors and stakeholders, ensures the Mayor's policy objectives are fully developed, addressed and implemented
- Manage and ensure full oversight of the Committee Cycle for Executive Committee and support the team in managing their committees, including monitoring agendas, tracking issues arising, synthesizing reports, collaborating with Councillors and City Staff, and drafting amendments as required
- Act as a liaison with City Staff to support implementation of the Mayor and Council's policy directives
- Coordinate across teams in the Mayor's Office, ensuring all teams are apprised of issues coming to Committee and Council
- Ensure smooth and up-to-date communication of Council and legislative priorities within the Mayor's office team and among Members of Council and their staff
- Identify and address emerging opportunities and issues moving through the legislative agenda, working proactively with the Communications and Community Engagement teams
Qualifications, Skills & Experience
- Strong leadership and delegation skills, with the ability to effectively manage teams, assign responsibilities, and ensure accountability to achieve organizational goals
- Personable, persuasive, and able to understand complex dynamics with a view to finding common ground
- Adaptable and comfortable working in a fast-paced environment with many competing priorities
- People-person, who is comfortable navigating different opinions and finding common ground in order to develop coherent, actionable policy
- Politically astute and deeply familiar with municipal policy files, the legislative processes, political policy-making, and decision-making at City Hall
- Experience working in the municipal political space is preferred
- Experience working on key municipal policy issues such as transit, shelters, and safety is an asset
- Experience working in a political office, particularly in government, is an asset
- Experience working for an elected official is an asset
- Experience working in customer service is an asset
Application Procedure & Employment
Full-time indefinite contract for the duration of the term of office.
Salary: $120,000 - $130,000
Anticipated start date: April 2025
Location: In person at Toronto City Hall. Available to work evenings and weekends as needed.
