About the Position


The Property & Facilities procurement Category Manager will lead the sourcing and Procurement strategy for a wide range of Property & Facilities Centre of procurement excellence. Procurement categories covering: Projects, Compliance, Reactive, Energy, Facilities, environmental, Net zero, waste & washroom, Security, Catering & Cleaning, Textile recycling, governance, total facilities management, Clinical Waste/Nursing.

Responsible for one Category Specialist with depth of market expertise in order to support and advise senior stakeholders across the range of category business functions. Develop and execute category plans that achieve The Salvation Army’s (TSA) objectives, achieving the best value for TSA whilst managing procurement risk.


KEY RESPONSIBILITIES:


  • Lead the development of strategic procurement initiatives, crafting the Building and Facilities Category Plan and executing projects within your designated portfolio.
  • Serve as the primary liaison and relationship manager for senior stakeholders across functions covered by your portfolio.
  • Collaborate with the Director of Procurement to implement and oversee the Procurement Strategy, policies, procedures, and savings initiatives for your portfolio, ensuring a high-quality procurement service for stakeholders.
  • Conduct thorough supply market and supplier research to inform strategic planning and maintain a comprehensive understanding of market dynamics, facilitating the identification of optimal value options.
  • Maintain an updated contracts database and risk registers, actively managing risk in volatile supply markets and devising contingency plans.
  • Uphold ethical sourcing standards across suppliers and supply chains, while mitigating contractual, financial, and reputational risks in external trading relationships.
  • Cultivate a positive organizational culture and foster strong business relationships, ensuring the Salvation Army is regarded as an excellent entity to work for and conduct business with.
  • Oversee end-to-end sourcing activities, including strategy development, tender processes, contract negotiation, and implementation, while tactically managing key supplier relationships.
  • Champion procurement excellence by understanding commercial drivers and success criteria within your portfolio, challenging procurement processes within governance frameworks, and presenting relevant business cases and reports to stakeholders.
  • Execute the Savings Program assigned to your portfolio, delivering tangible cost savings and driving proactive cost reduction and supplier improvement initiatives for enhanced value delivery.
  • Manage supplier relationships for designated contracts, including contract management functions and addressing poor performance through appropriate escalation channels.
  • Develop and communicate category plans, proactively identifying and addressing procurement issues throughout the procurement lifecycle.
  • Foster positive relationships with senior stakeholders, advocating for strategic spend management approaches and providing insights to inform expenditure decisions.
  • Lead or coordinate project teams for procurement activities, offering strategic sourcing guidance and ensuring effective management of contracts and supplier relationships.


QUALIFICATIONS AND EDUCATION REQUIREMENTS:


  • Supply Chain Management Professional (CSCMP)
  • Bachelor’s degree in business or accounting; or College degree/diploma in finance and accounting is an asset.
  • Proficient use of Microsoft Office applications (especially Excel worksheet), Office 365, Microsoft Outlook, Windows 10 Operating System and various databases.


Experience and Knowledge:

  • Supplier Relationship Management experience
  • Demonstrable knowledge and experience of managing complex, high spend, high risk procurement categories and have experience of GDPR requirements for software contracting with third parties.
  • Significant experience of being a sourcing expert, including running tenders, RFPs and drafting contracts for a variety of different goods and services across the category
  • Strong and demonstrable experience of effective project planning, delivery and management
  • Strong and demonstrable experience of successful issue resolution
  • Strong and demonstrable experience of successfully delivering against individual savings targets and Key Performance indicators
  • The ability to produce high quality written reports
  • The ability to effectively and successfully manage a diverse range of stakeholders, both internal and external, at all levels and varying levels of difficulty

Compensation

The target hiring range for this position is $60,000 to $71,106 with the ability to progress to a maximum of $85,327. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
