The Public Health Physician reports to the Medical Director, Clinical Prevention Services and is responsible and accountable for providing medical expertise and medical leadership for public health policies, programs, and practice, providing expert consultation services and strengthening provincial public health networks related to public health issues. This role provides medical leadership within the Clinical Prevention Services team.

The Public Health Physician, Clinical Prevention Services consults, partners, and collaborates with communities, Regional Health Authorities, First Nations Health Authority, Métis Nation BC, Office of the Provincial Health Officer, Ministry of Health and other provincial ministries and partners to identify and address public health issues. This role leads and supports activities that uphold the rights of Indigenous Peoples, eliminates anti-Indigenous racism, and advances reconciliation as well as participates in the BC Centre for Disease Control (BCCDC) and the Provincial Health Services Authority (PHSA) initiatives to promote a culture of respect and wellness.

This role work within the Clinical Prevention Services team in close collaboration with the Clinical Operations Managers

Specific Accountabilities

Clinical Services

Provide medical and public health leadership and consultation services. Provide expert medical advice on public health issues, such as preparation of decision documents/briefing notes (including evidence reviews and syntheses), program and policy recommendations, presentations, Ministers' letters, telephone, electronic, written and face-to-face consultations. Act as a spokesperson on public health issues, including with media. Monitor, interpret and recommend actions based on provincial surveillance data and evidence related to public health issues and priorities. Generate new knowledge on the presence and extent of public health issues in British Columbia and the implications for human health. Be an expert resource to clinicians and public health practitioners in the province regarding public health issues and recommendations. Develop, monitor, evaluate and disseminate provincial public health programs, policies, guidelines, and standards of practice to support quality service delivery. Provide medical expertise and leadership on surveillance systems and processes including their maintenance, development, improvement, and evaluation, as well as for associated knowledge products and dissemination, in partnership with relevant parties. Provide medical expertise to support the development of BCCDC proposals for recommended program or policy changes and funding where necessary. Provide public health leadership for public health issues, including outbreak response and emergency management. Work collaboratively with other BCCDC services lines, health authorities and national partners to further public health and population wellness, Support regional public health response through deployment subject to mutual agreement.

Administrative Services

Participate in the Public Health Physicians on-call group. Lead and/or represent BCCDC in regional, provincial, and federal-provincial initiatives and activities related to public health surveillance, planning and policy development. Strengthen BCCDC’s relationships and ensure ongoing collaboration with key provincial partners. Participate in the evaluation of the efficiency, quality, and delivery of public health services, including and without limiting the generality of the foregoing, participation in audits, peer and interdisciplinary reviews, chart reviews and incident report reviews. Develop materials for publication, including public and professional education, surveillance and program reports, and results or program evaluation and applied research. Clinically related teaching duties which could include field training of health professionals enrolled in degree programs and continuing education for those in practice. Participate in and delivering education sessions, lectures, rounds and symposia at BCCDC, academic and other provincial settings.

Qualifications 

This position requires the successful candidate to be medically qualified and licensed to practice in British Columbia and eligible for appointment as clinical faculty at UBC. At all times hold and maintain licensure with the College of Physicians and Surgeons of British Columbia, all required licenses, liability insurance (Canadian Medical Protective Association), and meet all requirements of BCCDC and PHSA for this position. The successful applicant should possess a Fellowship from the Royal College of Physicians and Surgeons of Canada (FRCPC) preferably in Public Health & Preventive Medicine 

The successful candidate will also be committed to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per the Truth & Reconciliation Commission (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).

As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
