POSITION PURPOSE This position is responsible for supporting the implementation of data strategy, including data inventory, dictionary and standards, and data collection, compilation, analysis and application of data and statistics for branch programs. Also responsible for analysing and compiling reports for provincial funding, reporting performance data, overseeing the design and development of complex database and business intelligence applications, and developing service profiles. Coordinates and leads survey and data analysis projects for the Branch. Oversees support and training to staff in the recording, monitoring, and reporting of data, including developing performance measures and indicators.

MAJOR RESPONSIBILITIES

• In collaboration with internal stakeholders, supports the identification and development of data tools necessary for quality assurance, control and improvement and functions.
• Oversees evaluation and assessment of program data, including identifying trends and impacts to Branch program delivery; identifies issues and facilitates resolutions. 
• Coordinates the preparation, and distribution of reports regarding data and identified trends, and identifies data sources to meet reporting requirements.
• Provides statistical, demographic analysis and survey research support to internal stakeholders.
• Develops and communicates protocols for data collection, dissemination and data verification.
• Coordinates and leads customer survey research and data analysis for Branch projects. 
• Manages, and supports reporting requirements and research projects, including the design of evaluation tools, methodology, performance measures and indicators, where appropriate.
• Supports the branch with all data requirements.
• Leads and supports the development, design and implementation of business intelligence tools for the Branch. 
• Directs collection and analysis of service, demographic, and economic data to identify trends that will impact on strategic planning for the Branch.
• Prepares and coordinates data for internal and external reporting. 
• Investigates and identifies new data sources for the Branch.
• Supports the development and implementation of data strategies at various levels of the organization as required. 
• Assists in developing annual business/work plans and in developing service plans and staffing proposals.
• Provides input into the development of policies and procedures.

QUALIFICATIONS

• Successful completion of a University degree in Business/Public Administration, Social Services/Sciences, Statistics, or related field, or approved equivalent combination of education and experience.

• Demonstrated knowledge of and experience with data management to bring together business intelligence and data collection, for analysis, tracking and reporting purposes.
• Demonstrated knowledge of relevant Standards, Acts and Regulations. 
• Demonstrated ability in the Region's leadership competencies.
• Strong knowledge of data management strategies and architecture and experience implementing business intelligence solutions.
• Strong report writing, research and project management skills to meet program objectives and work to tight deadlines and analytical skills to interpret and reconcile complex statistical reports.
• Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. 
• Advanced skills in virtual platforms and MS Office Suite, as well as applications, such as SAS, Cognos, SPSS, 20/20 Browser and/or including the design of databases/spreadsheets and applicable software programs.
• Ability to interpret statistical data, including social indicator research and a variety of legislation, explain complex issues, terminology and analyze issues and make decisions in accordance with appropriate legislation and the needs of the organization.
