Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Reporting to the Vice President, Employee Experience, the Executive Director, People Analytics, Systems & Reporting and Data Management provides strategic operational leadership for the portfolio, including directing and overseeing the planning and work, and holds accountability on the analysis and reporting of Fraser Health's health human resources data. The Executive Director is accountable for the sourcing and implementation of a transformational Human Capital Management (HCM) and Workforce Management Solution (WMS) for Fraser Health. The HCM and WMS solutions require strategic long term decision making and accountability to ensure organizational success. Through high quality and accountable data analysis, presented in a variety of formats including life dashboard, the Senior Executives and other leaders across Fraser Health use the information to base both strategic and tactical decisions. The Executive Director provides strategic leadership of the team and advises the Vice President of key health human resources states as well as short and long term needs. Provides leadership and direction to a team performing varied functions including; the monitoring and evaluation of resource utilization, database development, and integrated report design and generation for the health authority. Fosters and oversees the development and effective working relationships with senior executive leadership to ensure a clear understanding of organizational needs while enhancing service delivery and ensuring client satisfaction. Represents Fraser Health and negotiates and collaborates with officials from the Ministry of Health, government agencies, and external vendors. Responsibilities Plans new initiatives, identifies emerging issues and opportunities to support the HR technology sustainment, transformation, and implementations through the strategic development of long term directions, priorities and goals for the organization. Leads the HR technology sustainment effort for all new SaaS solutions to ensure upgrades are being implemented and stay current without impacting HR operations. Ensures Vendor Management and Change Management are handled to ensure the success of the future technology implementations. Leads and develops the strategic and operational plan to collect, maintain, analyse and report on Fraser Health's Human Resources plan. Engages with leadership across Fraser Health to gain an understanding and consensus with respect to business plans involving health human resource data to support a range of strategic and operational business plans. Establishes and oversees data architect standards, secure storage of data and controlled access by users. Reviews use of health human resource data by users that include scheduling and finance. Leads the development of business cases in support of advancing systems data management for the organization. Ensures the design, development and implementation of business technology solutions support Fraser Health's health human resource information needs. Ensures technology & analytical tools are in place to analyze enterprise-wide people and other cross-functional data. Supports evidence-based decision making across the Employee Experience leadership team and Fraser Health Senior Executive to identify opportunities to improve people and business operations, processes and programs. Advances the People Analytics maturity curve to support predictive analysis/data science to support the optimization of staff through more effective scheduling. Directs and oversees management and leadership of the portfolio. Sets Key Result Objectives to support Fraser Health priorities, Employee Experience objectives and portfolio goals. Leads the staff through designed Leads (Managers) of program/service areas. Reviews and approves submitted budgets. Identifies service impacts with users of the health human resource data, works with leaders to arrive at appropriate and accepted service agreements in terms of data, analysis and data management. Represents and acts on behalf of Fraser Health in meetings with the Ministry of Health, and other external organizations, on discussions, analysis and representation of our health human resource information, analysis and projections. Allocates resources across the portfolio so as to best meet business needs. Oversees and implements remedial strategies as required to ensure appropriate management of resources. Oversees and ensures all contracts for services follow approved business processes and are appropriately managed. Negotiates contracts with service vendors, monitors performance, and approves payment for services. Holds Executive Sponsorship responsibilities to major data initiatives that includes the review and acquisition, or movement of, large complex systems. Approves status reports and actions. Advises leadership in areas impacted by decisions to delay or change service deliverables. Provides leadership to the development and implementation of common data management, data visualization forecasting and analytics methodologies to improve service results, skill and capabilities for internal and health stakeholders within Fraser Health. Assesses and directs architecture and analytics of existing technology solutions, information reports and ensure strategic standards are part of all data considerations and final reports. Ensures appropriate data privacy protocols are in place and followed. Collaborates with subject matter experts across the Employee Experience portfolio to promote data governance, stewardship and insight is in place. Ensures partnerships are in place with Fraser Health Information Management/Information Technology resources to maximize efficiency with data storage, analysis and reporting. Oversees the selection and management of portfolio staff. Qualifications Education and Experience Master's Degree in Business, Computer Science, Informatics or related field. Minimum of twelve years in data production within a large complex organization and a strong knowledge of Human Resources Information Systems (HRIS) and data reporting. Experience in systems thinking, development and design, as well as planning, quality and utilization review. Proven experience in the supervision and leadership of diverse data teams. Professional/Technical Capabilities Design and implementation of multiple, complex, and diverse HR system solutions. Successful track record of strong project management across a series of competing priorities. Comprehensive understanding of data collection analysis and interpretation methodologies in a healthcare environment. Must be able to function in a dynamic environment subject to changes in schedules and priorities. Demonstrated change management experience in solving technical business issues. Ability to develop and maintain strong relationships with key internal and external stakeholders including management at all levels, within government agencies and other health authorities. Well developed leadership, client relations and problem resolution abilities in order to lead a variety of complex and integrated services initiatives and to achieve desired results within critical timeframes. Sound proficiency with spreadsheet, database and related office software packages using technology efficiently. Physical ability to perform the duties of the position.
