ANBL is seeking a Senior Procurement Team Lead to join our Procurement team, part of the Operations Department, working with both ANBL and CannabisNB.

What will you be doing?

The Senior Procurement Team Lead role encompasses comprehensive subject matter expertise for the entire procurement process lifecycle, including associated business processes, applicable legislative and regulatory considerations, and contract management. The role is also expected to maintain a super-user level of knowledge and understanding of the associated system functionality, configuration, integration points and business logic. The Senior Procurement Team Lead is responsible for the development and implementation of strategic procurement strategies to maximize the value add to the organization, and for providing timely business and customer support in all areas of accountability.

Key position Responsibilities:

Non-Product Procurement (SME) – Responsible for full cycle non-product procurement, including but not limited to, analyzing business needs to determine approach, managing sourcing initiatives and cross-functional RFx teams for invited and public and e-sourcing postings, and creating and issuing recommendations to award, contracts and purchase orders. Perform sufficient analysis to ensure all procurement transactions are complete, reliable, and compliant with applicable legislation and best practices.  Policy and Regulation (SME ) – Maintain an in-depth knowledge and understanding of applicable Procurement bylaws, policies, and regulations to ensure compliance. Interpret business scenarios and emerging regulations to conclude on impacts and recommend a course of action. Supplier Management – Establish processes and ensure adherence to supplier management best practices. Develop and maintain strong relationships with suppliers and key agencies. Ensure governance structure is communicated with suppliers and included in contracts as required; actively and proactively address supplier issues. Contracts – Responsible for negotiating, creating, and administer complex supplier contracts. Procurement Consultancy – Educate and advise stakeholders regarding procurement approach, contract strategies, supplier qualifications, policy and legislative compliance. Make recommendations to operational and senior management on complex requests and special issues pertaining to strategic procurement. Develop and support innovative or new strategies that reduce risk and costs, or that enhance service delivery.  Reporting – Prepare internal and external reports and requests for information. Financial Systems – Maintain sound knowledge of applicable systems to ensure optimized processes and efficiencies; troubleshoot and problem solve as required; recommend and implement solutions and best practices, ensuring adherence to relevant internal policies. Compliance and Documentation : Ensure all policies, standards, and processes are compliant, accurate, and documented; review, analyze and action change to align with emerging standards and legislation changes to ensure appropriate and correct recognition.

What you need to be successful:

Minimum of five years’ of progressively responsible experience in a procurement role with demonstrated leadership experience Demonstrated ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism.  Ability to read and understand complex contract documents Ability to mentor and support the Procurement Team Ability to understand, interpret and implement policies, procedures, and regulations Considerable knowledge of contract law, provincial Procurement Acts and trade agreements, and social, economic, and sustainable purchasing practices.  Effective time management, organizational, and prioritization skills Creative problem solver with strong critical thinking skills High level of accuracy and attention to detail; strong writing skills Highly effective at communicating, building relationships, and influencing others  Customer service focus, Ability to deal courteously, tactfully, and effectively with suppliers and internal customers.  Ability to work both within a team environment as well as independently with minimal supervision.  Confidentiality and discretion required

It would be fantastic if you also had

Supply chain and Procurement education from a recognized institution Procurement certifications, such as SCMP Experience in IT procurement Experience in public sector procurement and familiarity with the Procurement Act and Regulations, and Trade Agreements Experience with posting on NBON (New Brunswick Opportunities Network) or other public procurement sites and Bonfire e-Sourcing software or other similar e-sourcing tool. Advanced Microsoft Office skills; particularly in Excel Knowledge in Microsoft Dynamics 365

Language competencies

Bilingualism in both official languages is an asset, but not required

Work location: 

The Retail Operations Centre located in Fredericton, New Brunswick. The successful candidate must be based in New Brunswick, remote work is possible. Semi-regular travel for meetings and project work will be required.
