Tasks
The Senior IBM © DOORS Specialist will perform tasks in support of the LVCTS project. Work is divided into several activities and will be issued through Task Authorization(s) under the contract.  These tasks may include, but are not limited to the following:
  1. The configuration and administration of the tender assessment (RFP) management activities;
  2. The tailoring, customization and optimization of the IBM © DOORS TA application for DND projects to meet their bid solicitation process; 
  3. The functional support to the evaluation teams and technical support during bid evaluation preparation, scoring and completion; and 
  4. The migration of bid solicitation data across environments.
Management of IBM © DOORS TA
  1. Configure IBM © DOORS TA v9.6 tool to carry out the evaluation process.
  2. Test the IBM © DOORS TA v9.6 application and other associated products. 
  3. Set up the DND client project in IBM © DOORS TA and assign individuals to specific roles and evaluation teams.
  4. Oversee the configuration of the tender assessment components including tenders, marking scheme, assessment criteria, measurement scales, criterion weighting, critical criteria, assessment teams, score cards, marks, verdicts, and rationales.
  5. Import efficiently a bid test case data from various sources using the various capabilities of the tool as required into the standard tender assessment module schemas.
  6. Provide training session (more than one (1) if required) for all the staff participating in the bid evaluation.
  7. Provide on-site coaching and training of the tool.
  8. Provide training to evaluation teams to ensure scoring is being recorded in IBM © DOORS TA.
  9. Verify team consensus scores have been correctly recorded in the tool.
  10. Generate views using the wizards and DXL script as required.
  11. Assist the TA in data backup and data recovery activities.
Bid preparation, configuration, and implementation:
  1. Configure, review and implement bid evaluation requirements.
  2. Develop a Tender Assessment reference guide for DND project client.
  3. Develop support system solutions to sustain the bid evaluation activities.
  4. Assist the Technical Authority (TA) in carrying out the management of the tender assessment project.
  5. Link up effectively a bid test case response data to tender assessment modules.
  6. Monitor the evaluation status and develop user status reports showing completed and outstanding tasks.
Bid Scoring Support
  1. Assist the TA in analyzing the scores collected during Scoring Phases to determine the accuracy and final total score for the paper evaluation.
  2. Develop specialized views of data to facilitate the decision process. 
  3. Oversee the correct computing and viewing of aggregated scores.
  4. Monitor the evaluation status and develop user status reports showing completed and outstanding tasks.
Bid Results Analysis Support
  1. Develop and draft technical documentation and reports, with minimal supervision.
  2. Work with and support the Project team by engaging relevant stakeholders and participate in meetings and specialist working groups as required.
  3. Provide technical expertise on IBM © DOORS Requirements Management.
  4. Prepare project schedule for proposed bid eval strategies and plans.
  5. Give briefings on progress and concerns.
RequirementsMinimum of twenty-four (24) months combined experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment (DOORS TA) within the last one-hundred and twenty (120) months in each of the following:
  1. Performing IBM © DOORS configuration;
  2. Performing IBM © DOORS testing;
  3. Performing IBM © DOORS importing;
  4. Performing IBM © DOORS exporting;
  5. Acting as an interface to users.

Minimum of twenty-four (24) months combined experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment (DOORS TA) within the last one-hundred and twenty (120) months each of the following:
  1. Setting up client project in IBM © DOORS TA
  2. Assigning individuals to specific roles
  3. Assigning individuals to evaluation teams.
Minimum of twenty-four (24) months of experience using IBM © Dynamic Object-Oriented Requirements System Tender Assessment (DOORS TA) within the last one-hundred and twenty (120) months carrying out the management of the tender assessment project in IBM © DOORS TA.
