Underthe general guidance of the Municipal Engineer the Manager ofDevelopment Engineering will lead the Development Engineeringportfolio. This includes the work of and directing the review ofplans for subdivisions and other developments for engineering plansstandards and requirements. The incumbent will manage and leadstaff in thereview of plans for subdivisions and other developmentsfor engineering plans. The incumbent provides policy advice to theleadership team and Council on related issues. Performance isevaluated by the Municipal Engineer in terms of effectivedepartmental management attainment of objectives and standard ofprofessionalconduct.
KEYRESPONSIBILITIES
- Plansand manages the Development Engineering Section activitiesincluding authority for training performance assessment disciplineand maintenance of safe work practices.
- Preparesand maintains detailed operating and capital needs and budgets forand related to developmentengineering.
- Developsrecommends and implements policies and procedures for DevelopmentEngineering. Through the Municipal Engineer makes recommendationsfor improvements in the Municipality s standards bylaws policiesandprocedures.
- Establishesand maintains effective communication and coordination with otherdepartments in the Municipality. Maintains effective customerservice and communication with the public and outsideagencies.
- Reviewsand directs the reviews by staff of plans and designs submittedwith applications for subdivisions rezoning development permits andbuilding permits to ensure compliance with Municipal servicingplans standards and specifications. Determines adequacy of servicesand suitability of proposals within existing zoningregulations.
- Ensuresthat all legal and other provisions are in place prior to issuanceof developmentpermits.
- Respondsto inquiries and complaints from the public during or followingdevelopment. Provides information to developers and plannersregarding apparent suitability of properties for redevelopmentunder presentzoning.
- Overseasinspection work completed by developers to ensure that approveddesigns and standards have been followed. Ensures that temporaryroads are removed; in conjunction with the Operations departmentaccepts municipal services which have been constructed bydevelopers
- Decisionmaking and interpretation on related legislation policiesguidelines and procedures with respect work carried out by thedivision;
- Participatesin complex negotiations and problem solving and in the provision ofinformation and advice with industry business owners propertyowners and other parties;
- Ensureconformance of development application proposals are reviewed withapplicable codes and bylaws and required inspections arecompleted.
- Providespolicy advice to the Municipal Engineer leadership team andCouncil.
- Communicatesdirectly with Council both orally and through reports on relateddevelopment issues including legislation policy and guidelines;attends Council and Committee meetings asrequired.
- Plansand coordinates the Departments annual work program and budget andassists in the development of long term corporateplans.
- Recruitskey employees to the department; represents the City in theprocessing of employee grievances and/or submits confidentialreports in connection with grievances; he/she may be required togive evidence on behalf of the City at formal hearings and beforearbitrationboards.
- Participatesin various task forces committees and corporate programs asrequired.

Requirements
EDUCATIONANDEXPERIENCE
Completionof a University degree in Civil or Structural Engineering plus aminimum of five years of municipal related engineering experienceat a supervisory level or higher in the field oftransportation/traffic operations and design with strong knowledgeof municipal development of transportationfacilities.
KNOWLEDGESKILLS ANDABILITIES
- Thoroughknowledge of building codes and applicable bylaws. Expertise inmodern building materials and building trade practices as well aslocal soil and climatic conditions and their effect upon varioustypes ofconstruction.
- Thoroughknowledge of the Local Government Act and the CommunityCharter.
- Thoroughknowledge of municipal administration andprocedures.
- Goodknowledge of the principles and practices of building design andconstruction including a working knowledge of electrical plumbingand heating installations.
- Abilityto establish and maintain effective working relationships and todeal tactfully efficiently and effectively with owners contractorsMunicipal Government Court Business and other officials and thegeneralpublic.
- Abilityto draft bylaws contracts and produce concise and complex analysisand reports. Ability to interpret technical reports and to provideadvice and guidance on a variety of regulatory legislative andadministrativematters.
