Job Overview

At destinationone Consulting, we are seeking a highly skilled and experienced Development Engineering Director to lead our development engineering portfolio. This is an exciting opportunity for a seasoned professional to take on a leadership role in a dynamic and growing organization.

Job Description

The Development Engineering Director will be responsible for leading the review of plans for subdivisions and other developments, ensuring compliance with municipal servicing plans, standards, and specifications. The incumbent will also manage and direct staff in the review process, provide policy advice to the leadership team and Council, and participate in complex negotiations and problem-solving with industry stakeholders.

Key Responsibilities
  • Plan and Manage Development Engineering Activities: Lead the Development Engineering Section activities, including authority for training, performance assessment, discipline, and maintenance of safe work practices.
  • Prepare and Maintain Budgets: Prepare and maintain detailed operating and capital needs budgets for and related to development engineering.
  • Develop and Implement Policies: Develop, recommend, and implement policies and procedures for Development Engineering, making recommendations for improvements in the Municipality's standards, by-laws, policies, and procedures.
  • Establish Communication and Coordination: Establish and maintain effective communication and coordination with other departments in the Municipality, maintaining effective customer service and communication with the public and outside agencies.
  • Review Plans and Designs: Review and direct the reviews by staff of plans and designs submitted with applications for subdivisions, rezoning, development permits, and building permits, ensuring compliance with municipal servicing plans, standards, and specifications.
RequirementsEducation and Experience

A University degree in Civil or Structural Engineering plus a minimum of five years of municipal-related engineering experience at a supervisory level or higher, in the field of transportation/traffic operations and design, with strong knowledge of municipal development of transportation facilities.

Knowledge, Skills, and Abilities
  • Thorough Knowledge of Building Codes: Thorough knowledge of building codes and applicable by-laws, expertise in modern building materials and building trade practices, as well as local soil and climatic conditions and their effect upon various types of construction.
  • Municipal Administration: Thorough knowledge of municipal administration and procedures.
  • Leadership and Interpersonal Skills: Ability to establish and maintain effective working relationships, deal tactfully, efficiently, and effectively with owners, contractors, Municipal, Government, Court Business, and other officials and the general public, providing leadership to motivate and inspire staff.
