Do you have strong stakeholder relations and consultation skills? Do you have the ability to interpret and apply legislation effectively? The Ministry of Natural Resources (MNR) is seeking an Indigenous Relations and Partnerships Lead to join our team.

In this role, you will be a key player in supporting program managers and staff in the Provincial Services Division. Your focus will be on fostering positive working relationships with Indigenous communities and developing shared approaches and mutual agreements regarding the management of natural resources in the province.

Your expertise will be crucial in addressing matters related to wildland fire and other natural resources emergency management considerations. You will provide valuable advice and assistance to the Aviation, Forest Fire and Emergency Services Branch (AFFES) on relationship building, program development and delivery.

About the Branch
The Aviation, Forest Fire and Emergency Services Branch (AFFES) provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

Please note that alternate work arrangements may be available, based on operational feasibility. This position may require travel across the province.

What can I expect to do in this role?

In this role, you will:

Support the Provincial Services Division in developing positive working relationships with leaders and members of Indigenous communities, developing and implementing policies and programs to advance Indigenous relations. Lead and facilitate the management of issues relating to natural resource matters through interpretation of policies, understanding Indigenous rights and providing advice and recommending solutions. Lead, facilitate or participate in strategic planning and analysis regarding delivery of provincial Indigenous policies and priorities. Develop and propose courses of action to the Assistant Deputy Minister (ADM) and Directors regarding initiatives to further enhance relationships with Indigenous communities. Provide expert policy and program development recommendations and advice to senior management .

How do I qualify?

Relationship Management, Consultation and Facilitation Skills:

You have relationship management skills to maintain and foster partnerships to aid in buy-in of Ministry objectives. You can lead collaborative information seeking efforts to ensure sound advice in relation to critical issues. You can effectively facilitate and negotiate to achieve Indigenous engagement in natural resource planning and management. You have political acuity, tact and discretion to manage issues of sensitive and contentious nature.

Leadership and Program and Policy Development Skills:

You can provide leadership and technical guidance to staff. You can develop policy and program development recommendations, advice and interpretation on the application of policies, legislation, standards and guidelines. You can develop policies, guidelines and training to ensure effective implementation, application and integration of strategic policies and legislation.

Analytical and Problem Solving Skills:

You have experience analyzing and interpreting legislation and policies. You can analyze complex and contentious issues, develop strategies and make recommendations.

Technical Knowledge:

You have knowledge of natural resource emergency management principles and best practices. You have knowledge of and experience with Indigenous relations, including Indigenous studies (history, culture, treaties, reconciliation), Indigenous law and provincial and federal Indigenous policies.

Communication Skills:

You can effectively communicate and liaise with a diverse group of stakeholders including Indigenous communities and organizations. You can prepare and deliver a variety of materials (ex. briefing materials and presentations) tailored to various audiences both internally and externally to government using computer software (ex. word processing, spreadsheets).
