We currently have an exciting opportunity for a Bilingual Senior Tenders Analyst to add to our team in Dorval, QC or Vaughan, ON. Reporting directly to the Manager, Tenders, you will collaborate closely with other departments and service organizations to contribute to the overall success of the company’s objectives. The primary goal being to deliver quality Tenders, Request for Proposals (RFP), Request for Quotation (RFQ), Request for Information (RFI) (collectively “RFx”) submissions within the customer defined deadlines and requirements to increase business for Cardinal Health Canada. This role will also provide in-depth focus on review of the RFx documents and terms and conditions, conduct risk identification for business and legal review of the documents and redline agreements as required. You will manage multiple RFx submissions at a given point in time, leading cross-functional teams, representing all parts of the business.

The Bilingual Senior Tenders Analyst will also be responsible for monitoring the status of the submitted RFx projects and upon award coordinate all the activities between the customer and internal teams to sign the contract. You also bring with you a level of experience that can provide value added service, intel and knowledge sharing to Commercial teams to support driving growth of the business.

The Bilingual Senior Tenders Analyst is responsible for the timely development and completion of the entire RFx project lifecycle from inception to award. This position is also responsible for managing RFx process, coordinate all tasks relating to bids, support contract management and work with cross-functional teams to achieve company-wide objectives. This position requires someone with project management experience, a keen attention to detail, strong time management skills, a customer-centric approach, and a desire to collaborate on projects. You are comfortable in reviewing and articulating details from contract and bid documents and bringing people together to meet a common goal. You are motivated by learning new things, being comfortable in sharing your thoughts, driving process improvement initiatives, and working with tools that will create efficiencies. You are open to change, collaboration, giving and receiving feedback, and holding yourself and others accountable in all that you do.

Lead the entire RFx and contract lifecycle process, from initial intake to final submission and contract award, in alignment with RFx and/or contract timelines.

Responsible for sourcing and qualifying new bid opportunities from various bid sites.

Act as project lead of the assigned RFx, facilitate and streamline the communication, coordinate kick-off calls and coordinate with cross-functional teams to develop a competitive response.

Liaise with the customer to seek clarification, coordinate questions and address RFx requirements, as required.

Review RFx documents, associated contract templates, assign tasks, and set internal timelines for all appropriate subject matter experts.

Review contractual terms and conditions of RFx documents and contract, identify contractual risks and collaborate with internal stakeholders for approvals as required.

Draft proposals/agreements with our customer, where required.

Coordinate, collect and assemble RFx materials and responses.

Responsible for the submission of quality proposals and RFx submissions within the customer defined deadlines to help support growth for the business.

Work and collaborate with cross-functional teams, Sales, Marketing, Finance and Legal.

Ensure the final bid submission is of high quality, meets all specifications, is delivered to the customer on time and is archived electronically.

Monitoring status of the submitted tenders and RFPs.

Redline RFx contract awards from notification of preferred proponent through to finalization/execution.

Updating and maintaining the systems with all the relevant data for the awarded business.

Support escalation resolution and response.

Coordinate all the activities between the customer and internal teams to finalize and sign the contract.

Develop business relationships with internal stakeholders to ensure effective coordination of tendering process.

Lead complex, cross-functional RFx projects of large scope.

Works with other subject matter experts to foster a culture of continuous improvement and best practices through engagement, and continuous feedback.

Support key policies and procedures to achieve specific goals.

RFx/Contract Management experience required; preference given to candidates with solid experience managing contracts or equivalent

2-4 years of experience

BA, BS or equivalent experience in related field. Advance Degree preferred

Exceptional communication skills in French and English (written and verbal) is required

Proven time management and organizational skills to support a deadline-driven environment

Strong business acumen

Detailed oriented and focus on quality of deliverables

Ability to execute in a fast-paced environment, manage competing deadlines and works well under pressure

Son rôle principal sera de fournir des demandes de propositions (DP), des demandes de devis (DD) et des demandes d’information (DI) de haute qualité (collectivement les « demandes de soumission ») conformément aux échéances et aux exigences du client afin d’accroître le rendement des affaires de Cardinal Health Canada. Elle sera également responsable de l’examen approfondi des documents et des conditions liés aux demandes de soumission, de l’identification des risques pour l’entreprise et de l’examen juridique des documents et de l’annotation des ententes en fonction des besoins. Elle gérera de multiples demandes de soumission à la fois et dirigera des équipes interfonctionnelles en représentant tous les secteurs de l’entreprise.
L’analyste principal, Soumissions (bilingue) aura également la responsabilité du suivi de l’état des projets de demande de soumission et, en cas d’attribution, de coordonner toutes les activités entre le client et les équipes internes en vue de la signature du contrat. Son niveau d’expérience lui permettra également d’offrir des services à valeur ajoutée et de faire part de ses informations et de ses connaissances aux équipes commerciales afin de soutenir la croissance de l’entreprise.

L’analyste principal, Soumissions (bilingue) est responsable de l’élaboration et de l’achèvement en temps opportun des projets de demande de soumission dans leur entièreté, de leur création à leur attribution. Le titulaire gère également le processus de demande de soumission, coordonne toutes les tâches liées aux soumissions, aide à gérer les contrats et travaille avec des équipes interfonctionnelles afin d’atteindre les objectifs globaux de l’entreprise. La personne qui occupe ce poste doit avoir de l’expérience en gestion de projets, un grand souci du détail, de solides compétences en gestion du temps, une approche centrée sur le client et un désir de collaborer sur des projets. Elle est à l’aise de réviser et de formuler les renseignements contenus dans les contrats et les documents de demande de soumission et d’unir les gens autour d’un objectif commun. Elle est motivée par le fait d’apprendre de nouvelles choses, de faire part de ses idées, de mener des initiatives d’amélioration des processus et de travailler avec des outils qui permettent d’augmenter l’efficacité. Diriger l’ensemble du processus de demande de soumission et du cycle de vie du contrat, de la réception initiale à la soumission finale et à l’attribution du contrat, dans le respect des échéances de la demande de soumission ou du contrat.

Rechercher et évaluer de nouvelles occasions de soumission provenant de divers sites de soumissions.

Agir en tant que chef du projet pour la demande de soumission attribuée, simplifier la communication, coordonner les appels de lancement et travailler avec les équipes interfonctionnelles afin d’élaborer une réponse concurrentielle.

Assurer la liaison avec le client pour obtenir des précisions, coordonner les questions et répondre aux exigences de la demande de soumission, le cas échéant.

Examiner les documents de la demande de soumission et les modèles de contrats associés, attribuer les tâches et fixer des échéances internes pour tous les experts en la matière concernés.

Examiner les modalités contractuelles des documents liés à la demande de soumission et du contrat, repérer les risques contractuels et collaborer avec les parties prenantes internes pour obtenir les approbations nécessaires.

Rédiger des propositions/accords avec notre client, le cas échéant.

Coordonner, recueillir et assembler les documents et les réponses liés à la demande de soumission.

Soumettre des propositions et des demandes de soumission de haute qualité conformément aux échéances du client afin de contribuer à la croissance de l’entreprise.

Travailler et collaborer avec des équipes interfonctionnelles et les équipes des ventes, du marketing, des finances et des affaires juridiques.

S’assurer que la soumission finale est de haute qualité, qu’elle répond à toutes les exigences, qu’elle est livrée au client à temps et qu’elle est archivée sous forme électronique.

Faire le suivi de l’état des soumissions et des demandes de propositions envoyées.

Faire le suivi des modifications dans les attributions de contrats de demande de soumission, de la notification du soumissionnaire préféré à l’achèvement/mise en œuvre.

Mettre à jour et maintenir les systèmes avec toutes les données pertinentes pour l’entreprise qui s’est vue attribuer le contrat.

Soutenir la résolution des recours hiérarchiques.

Coordonner toutes les activités entre le client et les équipes internes pour finaliser et signer le contrat.

Développer des relations d’affaires avec les parties prenantes internes afin d’assurer une coordination efficace du processus de soumission.

Diriger des projets de demandes de soumission complexes et interfonctionnelles de grande envergure.

Travailler avec des experts en la matière pour favoriser une culture basée sur l’amélioration continue et les pratiques exemplaires grâce à l’engagement et la rétroaction continue.

Soutenir des politiques et des procédures clés axées sur l’atteinte d’objectifs précis.

Expérience en gestion de demandes de soumission/contrats requise; les candidats ayant une solide expérience en gestion de contrats ou une expérience équivalente seront favorisés

2 à 4 ans d’expérience

Baccalauréat ès arts, baccalauréat ès sciences ou expérience équivalente dans un domaine connexe. Diplôme d’études supérieures, de préférence

Compétences exceptionnelles en communication (orale et écrite) en français et en anglais

Compétences éprouvées en gestion du temps et en organisation dans un environnement axé sur les échéances
