Job Description

Finance Services is currently looking to staff the Deputy Director, Financial Planning position. This recruitment and selection process is open to employees of the House of Commons Administration.

The House of Commons Finance Services provides a range of financial advice, support and services to the House Administration as well as to Members and their employees in several areas, including financial planning; resource management and analysis; policy development and interpretation; internal controls and costing; contracting and procurement; asset management; accounting; reporting; and financial systems.

As the incumbent of this position, your mandate will be to provide strategic financial planning, analysis and consulting services to a significant and complex clientele within the House of Commons. You will ensure that your team, composed of experts at various levels, plays a central role in achieving the organization’s objectives by providing effective leadership.

Your main responsibility will be to lead the development of financial strategies to support the organization's goals and advise senior management on the prudent management of resources across the portfolio to address financial and budgetary pressures, as well as the constantly evolving challenges related to activities and projects.

Your high-level financial expertise will enable you to advise and support clients, formulate recommendations to senior management on priorities and complex, sensitive financial issues, and present consolidated expenditure reports.

Qualifications

Education:

Successful completion of a bachelor’s degree with specialization in accounting, finance, business administration, or commerce and possession of a Chartered Professional Accountant (CPA) designation or an acceptable combination of education, training and extensive relevant experience in financial management in the areas of accounting, costing, financial planning and advisory services and/or resource management.

Experience: 

Comprehensive experience in managing the delivery of professional financial management advisory services to senior management in relation to complex operations, and the development of client business cases and submissions; Comprehensive experience in directly advising senior officials at Deputy Clerk and senior management levels on complex financial planning issues/challenges; Comprehensive experience in challenging business cases and investment proposals and proposing alternative strategies and solutions to portfolio funding challenges and evolving business priorities; Comprehensive experience in developing and disseminating comprehensive integrated investment planning strategies, as well as associated tools and informatio; Comprehensive experience in dealing with multiple priorities and projects and working under tight deadlines and with changing priorities within a fast-paced and unique organizational context; Experience in leading a team of financial specialists, in managing business processes and practices, and in ensuring unit performance in delivering portfolio financial management services.
