The Financial Planning Service prepares the budget for all University funds as well as budget management and controls for the Operating Fund and Ancillary Enterprises Fund budgets. It works with various stakeholders involved in the process, both senior executives and stakeholders in faculties and services, so that budgets and budget updates are submitted to the various authority levels up to the Board of Governors in time for their scheduled annual meetings.

The Financial Planning Service also conducts various special projects, analyses complex processes, documents them, and provides sound advice on budget issues to senior executives. In terms of budget management, Financial Planning Service acts as a subject matter expert and initiates change management at the University level.

Position purpose:

Reporting to the Deputy Provost, Planning and Academic Budgets, oversees budget preparation for the entire University while managing and controlling budgets for the operating and ancillary enterprises funds. Provides leadership enabling various stakeholders involved in the process, both in the faculties and services and in senior management, to meet their obligations within the fixed deadlines, so that budgets and budget updates are submitted to the various authorities, up to the Board of Governors, according to the annual meeting schedule. Oversees and keeps a record of special projects and complex process analyses, and provides sound advice to senior management on budget issues. Offers expert advice and initiates University-wide change management regarding budget management.

In this role, your responsibilities will include:

  • Plans and oversees budget preparation for all University funds, ensures estimates are consistent and realistic, and submits complete documentation to various authorities (Administrative Committee, Finance and Treasury Committee and Board of Governors) for approval.
  • Oversees operating budget preparation and establishes budget assumptions and objectives in a highly decentralized environment. Provides leadership so that faculty and service stakeholders prepare their budgets and budgetary updates in accordance with guidelines and on time.
  • Helps develop a budgetary process governance framework by keeping a record of processes and delegation of powers for University policies and procedures and ensuring implementation of budgetary policies.
  • Advises faculties and services and equips them for the financial planning and budget management processes, providing the expertise needed for decision making in a constantly evolving, decentralized environment. Participates in developing and providing training programs for stakeholders.

What you will bring:

  • University degree in accounting or finance and CPA designation
  • Ten years’ experience in the education sector or with a large business, including at least six years in a management position
  • In depth knowledge and experience concerning management cost accounting, financial management and budgetary control
  • Proven financial management leadership
  • Strong ability to analyze and resolve complex problems
  • Strong ability to simplify, summarize and present detailed, complex information
  • Strong professional judgment when developing, interpreting and applying policies and procedures or assessing business risks
  • Ability to develop new projects, plan for the short, medium and long term, and take appropriate action to achieve goals
  • Experience in using complex financial systems along with software such as spreadsheets, word processors, databases, email and the internet
  • Organizational skills, with ability to meet strict deadlines, set priorities and multitask
  • Excellent interpersonal, communication and leadership skills
  • Bilingualism — English and French (spoken and written)
