Partners in Canadian Veterans Rehabilitation Services (PCVRS) is a Joint Venture partnership between Lifemark and WCG. WCG is a social impact organization with great people who have expertise in and a passion for enabling better lives. Since 1994, we have developed and delivered life-changing employment and rehabilitation services for over 250,000 Canadians, including Veterans, with diverse needs. PCVRS was formed in 2021 when it began a multi-year contract to provide an interdisciplinary program that provides Veterans with timely access to a wide range of medical, psychosocial and vocational rehabilitation services across Canada. Role Overview :

We are seeking a talented National Contract Manager who will be responsible for ensuring the successful delivery of the RSVP contract. The successful applicant will work closely with Divisional Directors, Senior Leaders at both WCG and Lifemark to oversee and provide leadership to ensure consistency and quality/service excellence. In this critical role, the successful incumbent will also work closely with representatives at Veterans Affairs Canada (VAC) to deliver the RSVP.

Key Responsibilities:

Relationship with Veteran Affairs Canada : Be accountable for achieving VAC’s interests in the delivery of this Rehabilitation Program. Working collaboratively with VAC, as well as with PCVRS service delivery and contract administrative personnel to ensure successful program delivery. Responsible to identify, develop, approve, and implement any requirements for adjustment to services or service delivery to ensure ongoing alignment. Service Delivery Oversight:  Be responsible for the overall management of PCVRS’s contract commitments for delivery of the RSVP. Working closely with Directors of Service to develop and manage through all phases of the program. Deliver and provide regular status reports related to service delivery. Schedule & attend regular meetings to review and confirm on-going levels of service alignment with the legislative and regulatory framework of the contract. Oversight of Contract Administrative Unit:  Working closely withDirector of Contract Administration, maintaining current knowledge of contract requirements, system requirements and status of overall contract activities.  Contract Liaison:  Working closely with Senior Leadership Committee, Advisory Committee, Divisional Directors and other internal/external stakeholders to gain insights and make decisions. Will participate in all aspects of contract delivery, including attending regular meeting to review and confirm ongoing levels of service delivery and contract KPI’s.  Managing Contract Performance -  Ensure performance in accordance with Performance Standards and oversee the Performance Excellence Strategy. Manage performance, monitoring and reporting related to the delivery of Rehabilitation Services in accordance to Performance Standards. Operational Planning : Support modeling, budgeting and forecasting to meet fluctuating volumes of referrals. Work closely with clinic operations leadership and managers of service delivery to meet the needs of the business through supporting operational improvement initiatives. Working collaboratively to solve problems and remove barriers to service delivery Building and Strengthening the PCVRS Team:  Foster commitment, while building team spirit, pride and trust amongst team members. Monitor and maintain a high level of personnel competency and continuity. Ensure all personnel have the appropriate knowledge and qualifications when providing rehabilitation services 

Qualifications:  

Min 5 years of cumulative experience establishing and managing the delivery of Interdisciplinary health and rehabilitation services. This must include experience in co-ordination, oversight, quality assurance and monitoring of the delivery of services to Participants. Must hold or maintain at least one (1) of the following qualifications: Health Administration (e.g. Certified Professional Administrator (P.Adm), Masters in Health Administration (MHA), Master of Public Health (MPH), Master of Public Administration (MPA));  Program Management (e.g. Program Management Professional (PgMP), Portfolio Management Professional (PfMP);  Financial Accounting or Financial Management (e.g. Certified Public Accountant (CPA), Certified in Financial Management (CFM), etc.); or  Bachelor’s Degree or higher  Proven success in building relationships both internally and externally Results and customer service focused Proven experience ensuring team effectiveness and success in providing leadership to achieve excellent outcomes Demonstrated enthusiasm, integrity and strategic orientation in pursuit of PCVRS goals  Excellent communication skills and computer skills Employment conditional on obtaining Federal Government Reliability Status security clearance.  Strong command of English language required; bi-lingual is preferred
