Overview

The Partnership’s Cancer Systems and Innovation Division drives improvements in Canada’s cancer system through data, research, economic modelling and innovations such as digital healthcare. This division monitors emerging health technologies and leverages data systems to determine gaps and opportunities for improvements in cancer care and informs internal partners on innovative approaches, international best practice and compelling evidence to support key partnership decision making. The division enhances regional integration, with leads located across the country with the mandate of increasing responsiveness to local cancer care needs and opportunities. This division also leads data collection, analysis and reporting to Canadians on the performance of the cancer system and progress of the Partnership and its partners in delivering on the eight priorities of the .

The Lead Health Equity Analyst, Analytics plays a key role within the team responsible for measurement and analysis and will be focused on work aimed at reducing cancer-related inequities in access, experience and outcomes for people living in Canada. The Lead Health Equity Analyst, Analytics will lead planning, analysis and reporting of data to inform system quality improvement initiatives and monitor the Partnership’s organizational performance, ensuring that the content reflects cultural competence and addresses the needs of First Nations, Inuit and Métis and underserved populations across Canada. This work would include exploring novel data linkages to understand disparities, development of new equity-focused indicators and supporting internal and external partners to build capacity for equity measurement.

Core responsibilities and activities

Program specific accountabilities

Leads equity-focused analytic projects and works cross-functionally to provide analytical expertise in planning, analyzing, interpreting results and advising on data limitations analyses related to priority populations based on socio-demographics status, race/ethnicity, geography, First Nations, Inuit or Métis identity) Leads and facilitates technical conversations with jurisdictional and federal partners Statistics Canada, Canadian Institute for Health Information) on equity-focused topics related to measurement and reporting Identifies organizations that represent equity-deserving populations and leads/facilitates engagements with these organizations to advance equity measurement and reporting Leads the development of equity-focused content (include planning, researching, writing) to inform decision-making Uses quantitative methods to conduct equity-focused analyses using large, linked population health data available at the Toronto Research Data Centre (RDC) including but not limited to population health surveys Canadian Community Health Survey, census), population data census data), cancer registry data and administrative databases Discharge Abstract Database) Works with data custodians Statistics Canada, Canadian Institute for Health Information, provincial/territorial cancer agencies, First Nations, Inuit & Métis partners) to procure data and ensure high data quality Collaborates, supports and advises internal program areas and external partners on how to integrate an equity-focused lens in their approaches to measurement, monitoring and evaluation Keeps abreast of current cancer data holdings and trends in health care and cancer control in Canada and internationally, particular in relation to equity measurement Plays an integral role in supporting the creation and convening of an Equity Measurement Forum including meeting planning and scheduling, content preparation, facilitation of discussion, presentation of material, documentation of action items, and recording of minutes Conducts literature reviews, environmental scans, fact-checking and other information gathering activities as needed to validate and interpret findings Generates relevant and meaningful data visualizations to mobilize results to diverse audiences Co-develops performance measurement indicators and data collection templates Collaborates with colleagues in the Performance Team to maximize our collective ability to measure and report on progress against the Canadian Strategy for Cancer Control, with a strong focus on advancing equity measurement and reporting within priorities Collaborates with colleagues in the First Nations, Inuit & Métis Cancer Strategy team to incorporate Peoples-specific, self-determined priorities in the work

Experience and qualifications

University Master’s degree in Epidemiology, Biostatistics, Health Policy & Equity, Public Health or other relevant discipline, or an acceptable combination of education and experience A minimum of 5 years’ proven experience working with Canadian health data (experience with cancer data strongly preferred), conducting analyses and providing interpretation of results. Experience researching, conceptualizing and writing knowledge products (articles, reports, digital content, etc.) aimed at both policy and research audiences Experience working in the health equity space, leading equity-focused analyses and the interpretation of data Experience working with linked data and ‘big data’ sets Intermediate (required) / advanced (preferred) proficiency in Excel and SAS, R or Python Experience translating complex technical content (verbal and written) and presenting to a variety of audience (technical, scientific, policy, lay audiences) Proficient in Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive) Experience working with First Nations, Inuit and/or Métis data and training/experience in First Nations, Inuit and/or Métis data governance principles is an asset Experience working with a broad range of health care databases at organizational, provincial and national levels is an asset Bilingual in both English and French is an asset
