Job Description

POSITION SUMMARY: Under the general supervision of the Manager Facilities Services, is responsible for the supervision of all municipal arenas and stadia. Key responsibilities include managing budgets and contractual agreements; and planning and directing the daily operations of the Section facilities.

DIVISIONAL RESPONSIBILITIES:

Participates as a member of the Facilities Services management team by providing input into Divisional organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Sectional policies, strategic initiatives, projects, and priorities. Ensures that the facilities, equipment and refrigeration systems are operated and maintained in accordance with codes, regulations and divisional goals and objectives.

MAJOR RESPONSIBILITIES:

Plans, directs, and supervises the scheduling, maintenance activities, and repair of the Section’s facilities, refrigeration, and rink systems in compliance with the divisions goals and objectives. Participates and implements strategies for the development and administration of the Section’s capital and operating budgets within approved budgets. Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions. Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions. Provides information and reports, keeps records, and make recommendations on matters pertaining to Section operations including existing methods and practices and keeping abreast of new technologies, best management practices, and appropriate legislation (ESA, CSA, TSSA). Ensures insurance, equipment, procedures, and controls are in place to protect the Corporation from civil liabilities due to its facilities and operations under the jurisdiction of the Division. Liaises with and responds to inquiries from the general public, internal divisions/departments, takes appropriate action on complaints and claims for injury or damage; maintains appropriate media relations on Facility issues relating to the Section. Provides technical support and guidance to internal divisions with respect to recreation and arena facility management. Prepares and administers work estimates and tender documents; authorizes the purchase of products, equipment, or services, and supervises the completion of work performed at Section facilities. Develops, administers, and maintains Section policies and procedures and ensures that administrative procedures, engineering standards, and government and Municipal safety regulations are clearly communicated and adhered to. Coordinates work activities with contractors that provide contract services for the Section. Coordinates training essential for sectional staff required by legislation, policies and departmental work procedures and techniques. Performs other related duties as assigned.

QUALIFICATIONS:

Education/Experience:

Degree in business administration, or a validated current designation in facility management (. CRFP Certified Recreation Facility Professional designation), along with three years’ experience in municipal recreation and arena facility management; or Ontario Trades Journeyperson, certified in electrical or mechanical trade together with five years experience in the supervision of maintenance, operations, scheduling and budgets and three years’ experience in municipal recreation and arena facility management; or Diploma in technology or a field related to facility management or a facility management administrator designation (BOMI) or possess a valid Certified Ice Technician Designation (ORFA), together with seven years’ experience of facility management and five years’ experience in municipal recreation and arena facility management Previous supervisory experience, preferably in a unionized environment Knowledge of Arena & Stadia operations Experience with refrigeration systems Knowledge of the various components of human resource management Knowledge of budgeting and financial principles and procurement and contract management

Skills/Abilities:

Ability to communicate effectively and concisely, both orally and in writing Ability to establish and maintain effective working relations with members of City Council, private and public officials, subordinates, co-workers, and the general public Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others Must be at an intermediate skill level in word processing and spreadsheet software Ability to think and act strategically in a public sector environment, including the ability to anticipate emerging priorities and conceptualize and implement change strategies Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent Must meet the definition of a competent driver as defined by the Corporation Must be competent within the meaning of the Occupational Health and Safety Act

Assets:

Experience with SAP software Knowledge of the functions of City departments, outside boards, and local community groups

CONDITIONS OF EMPLOYMENT:

Must remain a competent driver as defined by the Corporation May be required to provide a successful driver’s record (uncertified) Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC) May be required to travel to various work locations and provide own transportation Must work and attend meetings outside of regular working hours. Must obtain basic refrigeration certification within six months of hire and successfully obtain an ORFA Certified Ice Technician designation with a Certified Recreation Facilities Professional CRFP designation within two years of hire.
