Job Description:

HR Project Partners is currently accepting resumes for a Chief Operations Officer on behalf of our Client, NunatuKavut Community Council (NCC). The ideal candidate would have experience in a bachelor's degree in business administration or a related field with a minimum of 5-10 years of operational and people management experience.

The Chief Operations Officer (COO) resides in Happy Valley-Goose Bay, NL and leads the talented team of Directors, whose functions are organized as: Energy, Human Resources, Health and Community Services, Research Education and Culture, Environment and Natural Resources, and Employment and Skills Development.

The COO guides the Directors, helps them co-ordinate across functions, and works with them to develop their skills. Additionally, the COO provides IT support to NCC and is also responsible for the physical assets of NCC (buildings, vehicles, etc.).

This is a full-time, permanent position based in Happy Valley-Goose Bay, NL. Relocation assistance may be provided for candidates residing outside the area.

Essential Job Functions:

  • Support and guide the Directors as they develop their function's objectives, KPIs and work plans.
  • Work with the CFO and directors to create departmental budgets. All the while, keeping an eye to fully leverage funding sources.
  • Create personalized developmental plans for each director and function. Coach and mentor Directors and help them do the same for their teams.
  • Support Directors with reporting requirements.
  • In collaboration with Directors, periodically assess the overall performance of each department and make changes to optimize performance and take advantage of opportunities.
  • Manage the physical assets of NCC (buildings, vehicles, etc.). Negotiate contracts and leases that benefit the organization and make recommendations to Council when appropriate.

Education and Experience Requirements:

  • A bachelor's degree in business administration or a related field with a minimum of 5-10 years of operational and people management experience. An advanced degree and experience with a non-governmental or social impact organization is desirable but not required.
  • A proven track record of leading and managing change in fast-paced, complex, and dynamic environments and building consensus around a shared vision.
  • Experience in mentoring and establishing relationships that unlock team potential and elevate the performance of the organization.
  • Skills in building and maintaining strong relationships with key stakeholders, including funders, partners, and supporters.
  • Experience in identifying, analyzing, and resolving complex problems.
  • A vested interest in fostering an open and transparent working environment which incorporates Inuit values of caring, fairness, respect, accountability and teamwork.
  • Excellent communication skills with exceptional verbal and written skills and the ability to simplify complexity and make solid decisions.
  • Experience creating and managing budgets.
  • Proven experience working effectively with cross-functional teams and building partnerships with external organizations.
